Sir,
This Federation received information from Atomic Energy Employees Association (AEEA) RMP that the RMP authorities failed to pay the part payment of arrears as directed the Department of Expenditure, Ministry of Finance. While issuing the Government notification Department of Expenditure advised the Ministries and Departments to pay the 40% of the arrears by 25th September 2008. While endorsing the decision of the government Notification DAE wide their letter dated 12th September instructed all units to revise the pay by September itself and release the 40% of the arrears also. BARC administration under your leadership sincerely and systematically dealt the situation and assured BARC employees that the arrears shall be paid before Dussehra.
It should be appreciated that to keep the word of the Head of the Administrative wing to pay the arrears before Dussehra, the whole administrative staff and accounts staff worked whole heartedly and fulfilled the commitment in BARC, BARC Tarapur and BARC Facilities Kalpakkam. Out of 15000 employees under your administrative control, 14250 odd employees got the arrears if they submitted their option form in the stipulated time. The only exemption was the employees of RMP Mysore.
It is pertinent to note here that the Dussehra Festival is the most important festival for the residents of Karnataka. As you were in RMP as the head of the unit at RMP Mysore, there is no need to mention the importance of Dussehra festival for Kanndigas. But the RMP authorities failed to release the arrears by Dussehra. When the Office Bearers of the Association approached the authorities they committed that the arrears payment shall be made by 15th October 2008. It is unfortunate to note here that they could not pay by 15th October too, so that the Association compelled to bring it in record the request of the payment of arrears which is not only in RMP through out DAE family.
It is brought to the notice that the President of the Association has been called in person and threatened that the authorities will not pay the arrears for next three months and challenged the Association to do what they can.
This approach of the authorities is nothing but childish as to hush up the failure of the authorities, they trying to find reason to blame others. By doing so, they are not only threatening the employees of RMP, but they are violating the directives of Department of Expenditure, DAE and that of yourself on Payment of Arrears.
When the whole DAE employees through out the country enjoying their festival as every one got the portion of arrears, only the RMP employees are going to face a BLACK DEEPAVALI if they were not paid the arrears before the festival.
Being Head of the administrative wing of BARC, it is high time for your intervention to take corrective step to ensure the arrears payment by next week. If the administrative/accounts people of RMP are not capable to tackle the issue of fixation of payment, you are requested to send a team from BARC on war- foot measure to ensure the payment of arrears in time.
It is therefore request you to take necessary action immediately to ensure the Payment of 40% of the arrears be early next week.
