It is proposed to convene a meeting of all affiliates on the occasion of completion of two years for recognition of NFAEE by DAE to conduct one day work shop on various issues at Mumbai on 12th June 2009.

 

The details of venue, subject etc shall be communicated immediately after finalization of the inaugurator, speakers etc.

 

All affiliates are requested to send maximum participants as possible as. All affiliates are requested to communicate the numbers will in advance, so that the accommodation can be confirmed.  All affiliates are requested to send FAX to the Administrative Officer III. BARC Training School Hostel immediately with the name & designation (departmental designation). A copy of the fax may be forwarded to NFAEE HQ thru email, so that we can pursue the accommodation.

 

It is also proposed to convene a meeting of Scientific Assistants on 11th June 2009 at 11.00 am to discuss about the revised promotional norms. All affiliates are requested to send at least one delegate to attend the meeting of the Scientific Assistants

Dear Comrades,

 

A meeting of Scientific Assistants of BARC was held on 6th May 2009 to discuss about the revised promotion norms for Scientific Assistants. In the meeting it was decided to submit a representation to the Chairman, Trombay Council to review the revised norms which is totally against the interests of the Scientific Assistants.

 

Accordingly NFAEE has been prepared a model representation. A copy of the representation is attached herewith.

 

All affiliated associations are requested to take initiative and convene the meeting of the Scientific Assistants wherever they are the primary members of the affiliated associations’ concerned and discuss about the proposal to represent the Chairman, Trombay Council through proper channel and mobilize all Scientific Assistants and submit the representation through proper channel as well as submit one advance copy directly to the Chairman Trombay Council. A copy of the representation shall be collected by the association concerned also.

Sir,

 

          At the out set on behalf of the entire work force of DAE, NFAEE extend their hear – felt gratitude to you for the continuous effort put yourself and the Additional Secretary for getting approval of Cadre Review for the administrative, accounts, Auxiliary, Purchase & Store staff which was pending for long time and for the introduction of Performance Related Incentive Scheme (PRIS) for DAE Employees.

 

          We would like to recall that during the meeting held on 11th February 2009 the assurance on above mentioned two issues was given and in time all efforts were taken by the DAE authorities and we got the result.

 

In the meeting held on 11th February 2009, the subject mentioned above also discussed in detail and in the course of discussion you assured that if the pay structure of Scientific & Technical Staff of our Department is inferior than that of Department of Space (DOS), DAE will take measures to rectify and asked the Federation to submit a note by considering all the facts about the recruitment norms, promotion norms, etc.

 

          Accordingly, NFAEE worked out a proposal based on the information and documents available with us. Even today the Department is considering the recruitment/promotions norms are confidential and hence we could not go through all documentary evidence available on the subject. There is no need to mention the difficulties to get factual positions to gather information from other Department, when our own department itself hesitates to spare all information. Even then we tried to do justice at our level and the data is prepared accordingly. We also would like to assure you that we are ready to accept the any corrections/alterations in our inputs based on the factual information from the Department.

 

          We prepared a chart and placed it as Annexure along with this note indicates the pay of technical staff who joined in the respective department years back and got the revision in pay as per the promotion norms existing in the department concern as well as the pay structure adopted by the Departments as & when the pay were revised by the Government of India.   In the note in brief dealt with the discrepancies, losses in pay at various stages for senior employees as well as the new recruits, etc and the discrepancies aroused after the changes in the norms for promotion adopted by the Trombay Council after the implementation of Sixth Central Pay Commission report in the Department.

 

          From the enclosed note it can be establish that the Pay structure existing for Technical Staff of DAE is inferior to that of DOS. It is pertinent to note here that the chart was prepared by considering all promotional benefits as outstanding as mentioned in the notified norms, where as the factual position in DAE is that more 80% of the employees are considering for their promotion as normal case. If we consider the career progression as normal case the pay structure of DAE employees shall be further in inferior in comparison with DOS employees. To confirm the factual position in respect to the carrier progression in out standing or normal case, it is very much necessary to go through the records available with the Department. Following are our observation:

 

·         In the Department of Space (DOS) a Technician who joined in the Grade of Technician A during 3rd Central Pay Commission (CPC) in the Pay scale of 260 – 06 – 326 – EB – 08 – 350 will reach in the Pre revised Pay scale of Rs10000 – 325 -15200 after completion of 27 years and thus he/she will get Grade Pay of Rs6600 as on 01.01.2006 while implementing the recommendations of Sixth Central Pay Commission (SCPC).

 

·         Where as in DAE a Technician who joined in the grade of Tradesman B in the Pay scale of 320 – 06 – 326 – 08 – 390 – EB – 10 – 400 during the 3rd CPC will reach only in the pre revised Pay scale of Rs8000 – 275 – 12000 after completion of 27 years of service and thus he/she will get the Grade Pay of Rs5400 only on 01.01.2006 while implementing the recommendations of SCPC.

 

·         The same person of DAE has to wait SIX more years to reach in the Grade Pay of Rs6600 by the time the technical staff in DOS will move to the next higher grade having the Grade pay of 7600. In short a person who joined in DAE in the higher grade will take 33 years to reach the Grade having the Grade Pay of Rs6000 where as a technician who joined in the lower grade will reach the grade having the Grade Pay of Rs6600 within 27 years.

 

·         The recent changes introduced by Trombay Council in the promotion norms for technical staff added more discrepancies in comparison with the Pay Structure of Technical staff of DOS as it need more years to reach the employees at various levels corresponding to their grade.

From the above it can be seen that a Technician of DOS in the Grade having the Grade Pay of Rs2800 will reach in the grade having the Grade Pay of Rs6600 after putting a service of 21 years whereas a Technician of same grade will take 25 years to reach in the grade having the Grade Pay of Rs6600.

 

Prior to the revision, to get 5 promotions in DOS it took 21 years and will reach in the pre revised pay scale of Rs10000 – 325 – 15200 where as in DAE for getting 5 promotions it took 21 years and reaches in the pre revised pay of Rs8000 – 275 – 12000 and to reach in the pre revised pay scale of 10000 – 325 – 15200 it too 27 years.

 

·         Further discrepancies added in the revised promotion norms by re-designating the existing Tradesman E as Technician F1 as the juniors will supercede the seniors after getting the promotion. As per the revised norms Now Technician D (the then Tradesman D) will reach in the grade of Technician F after 6 years whereas who got promotion as Technician E (the then Tradesman E) will reach into Technician F after completion of 8 years of service from Tradesman D.

 

·         Similar discrepancies are existing in the case of Scientific Assistants also which is established in the Chart VI & VIII.

 

From the above it is crystal clear that the Pay structure extended to the Technical Staff of DAE employees is inferior to that of Department of Space (DOS), in the pre revised pay as well as based on the revised norms.

 

          It is therefore request you to give necessary instructions to the officers concerned to take all appropriate steps to rectify the discrepancies and to ensure justice to the employees of this prestigious department while considering the demand on Parity with the pay structure of the employees of DOS.

 

          In this connection we would like to present in person to the above mentioned facts with more illustrations and detailed explanation for which we request you to give us an early appointment.

Department of Atomic Energy vide OM No. 1/1/ (5)/2008-SCS/284, 285 & 286 dated 5th May 2009 introduced Performance Related Incentive Scheme (PRIS) in DAE.

 

On behalf of all DAE Work forces, NFAEE extend heart-felt gratitude to Dr. Anil Kakodkar, Secretary DAE and Shri. A.P. Joshi, Additional Secretary DAE for their continuous effort for getting approval and introduction of PRIS to DAE Employees.

 

Following are the incentives under PRIS:

 

I.                  ORGANISATIONAL INCENTIVE:

 

Organizational Incentive to be awarded to all personnel of DAE, payable monthly basis with effect from 1st September 2008, based on the achievement of set of mission goals and review of overall performance of the Organization once in five years by the Atomic Energy Commission.

 

The Organizational Increment shall be in the form of Special Allowance at the rate of 20% of the basic pay i.e., pay in the Pay Band plus Grade Pay payable on a monthly basis to all the personnel of DAE and its constituent units based on accomplishment of various objectives.

 

The grant of this allowance is for a period from 01.09.2008 to 31.08.2013 and the same is subject to review by Atomic Energy Commission (AEC) at an appropriate time for its continuation.

 

The payment of this allowance to the personnel of DAE and its constituent units during any financial year will be subject to the following conditions:

 

a)     The employee should have minimum attendance i.e., not less than 150 working days during the preceding calendar year. Leave period on account of Maternity, medical grounds and for approved course of studies will also be counted for attendance for this limited purpose. However, for the half year 2008 – 09 the working days required would be 75.

b)     The final grading of the employee in the Confidential Report of the preceding calendar year should be “Average” or above.

 

The grant of Special Allowance shall be withdrawn immediately under the following circumstances:

 

a)            On initiation of disciplinary proceedings and/or placing an employee under suspension. However grant of allowances shall be restored with retrospective effect, if the employee is exonerated of all charges.

b)            Employees not serving the DAE on account of taking up any other assignment outside DAE.

 

The Special Allowance shall be a separate element and will not be treated as part of the basic pay for any purpose like HRA, DA, Transport Allowance, Pension, etc.

 

II.             GROUP INCENTIVE:

 

Group Incentive to be awarded to specific groups on an annual basis, based on their achieving set targets in the high and R&D areas or innovative technologies or programmatic goals in a particular year. The Expert Committee to be constituted by the department for this purpose will set the targets as well as review the achievements.

 

The grant of Group Incentive shall be in the form of Special Allowance at the rate of 10% of the basic pay i.e., pay in the Pay Band plus Grade Pay of the individual during the financial year. The Group Incentive is payable to the members of the Group annually based on the annual assessment

 

The scheme of Group Incentive shall commence from 01.04.2009.

 

The payment of this allowance to the personnel of DAE and its constituent units during any financial year will be subject to the following conditions:

III.         INDIVIDUAL INCENTIVE:

 

Grant of variable additional increments to deserving Scientific and Technical personnel at the time of promotion in recognition of individual meritorious performance with effect from 1st January 2009. Individual achievements will be considered and assessed by the Departmental Promotional Committees (DPCs) at the time of review for merit promotion which will evaluate the performance of the candidate including innovativeness, accomplishment of assignments, creativity, etc exhibited by the candidate during the aggregated period of review. Based on the assessment, variable additional increments will be recommended by DPCs.

 

Dear Comrades,

 

At last to put a pull stop for the rumors and allegations, DAE’s OM on PRIS become a reality.  The factual position has come out exactly as the Secretary DAE committed on 11th February 2009 as well as the Additional Secretary reassured on 18th March 2009 and vindicated the stand taken by NFAEE on the issue of PRIS.
