          The meeting was held in a cordial atmosphere. Meeting discussed the issues raised by the representatives which were given as annexure I.

 

          The extended Working Committee meeting of the NFAEE was held on 12th February 2009 at the JCM Office, Brindavan, Anushakthi nagar, Mumbai 400 094 and reviewed the outcome of the meeting held with Secretary DAE. List of the Office bearers participated in the meeting is given as annexure II

 

          As the Department has agreed to review the issues raised by the Federation and asked the Federation to submit additional documents, the working committee decided to withdraw the Strike notice given to the Department and review the situation in the General Council scheduled to be held in the last week of March 2009.

01.Regular Meeting with

     NFAEE

Mechanism will be evolved to have periodical meetings based on the system prevailing in other Departments where the Federations are functioning apart from Department Council. Department asked to submit the similar arrangement prevailing in other departments and Ministries. Informal meeting with Additional Secretary, DAE was agreed to sort out the issues.

02.Cadre Review

Approval of the cadre review committee is expected shortly, for the reason the implementation of Part B of Revised Pay Rules for administration/ accounts/ DPS/ auxiliary not issued so far in order to provide the benefits of replacement scales after implementation of cadre Review. The demand of retrospective effect was assured.

03.Implementation of Part

     B Notification

Chairman AEC agreed to rectify the anomaly if any in the present pay scales of DAE are inferior to DOS pay scales taking into account of all factors viz. Entry level qualification, residency period, career progression and pay scales etc. Directed to submit example cases and relevant papers for consideration.

04. Overtime Allowance

As far as Industrial unit concerned action is initiated to revise the OTA

Department is not in agreement with the arguments of NFAEE with respect of the 1963 order on OTA.

Assured the continuation of double the rate. At the same time opined the revision in pay is not possible unless DOPT issues notification.

05. Group D Pay scales

Demand of Rs2750 to Rs3050 is taken care of while implementing the cadre review and better prospects suggested by the Dr. Suri committee is under consideration.

06. One more option from

      CPF to GPF

 

Chairman affirmed that he fully in agreement of the demand and matter is pursued with nodal ministry to get through and action is on.

07. Driver

Heavy vehicle allowance was not taken from the Cadre review as suggested by the Ministry of Finance and pending with DAE. Alternate suggestions for consideration of better pay structure taking the nature of duties was accepted and for the same NFAEE was directed to submit a proposal.

08. Enhancement of Update

       allowance

As the demand having direct effect on DOS Launch Campaign Allowance, review at this juncture is not feasible. Moreover a better package/incentive is expected to introduce

09. Merger of S2, S3  & S2A

Department is agreed to treat the losses on the fixation and subsequent recovery will be addressed suitably. Details of number of persons affected in each unit will be called for.

10.Appointment at TB level

The complaint of various units giving T/B after the training will be looked into and the units will asked strictly adhere the norms. The cases of such deviation were brought to the notice of Chairman, AEC for action.

11.Department related

     Allowances[NRPSA,QIS]

 

Department agreed to review the department related allowance keeping in view of the recommendation of Pay Commission.

12. Night Duty Allowance

On the principle adopted by the Railways, the scheme in vogue in DAE will be treated as department related and action will be in initiated. Asked to submit a proposal

13.Non consideration for

     ACP

It is pointed out that even after spending 17 years in some category (example -Drivers) higher pay scales not considered on the analogy that they are eligible for regular promotion channel. Such cases to be brought to the notice of department for further action.

14. Transport Allowance

Agreed to review the proposal submitted by the Federation.

15. Anomaly Committee

Orders will be issued to constitute the committee

16. Other Issues

Agreed to discuss with Additional Secretary, DAE level

1>            MEETING WITH DEPARTMENT ON 11.02.2009:

 

DAE vide their letter 29.01.2009 invited five office bearers of NFAEE to attend the proposed meeting on 11th February 2009. Copy of the letter is hereby reproduced and attached for your ready reference.

 

All efforts are being taken to enhance the number of participants, but no indication is received from DAE to get a higher delegation in the meeting scheduled to be held on 11.02.2009 as per our expectation.

 

Hence all concerned are requested to make there own arrangement to reach at Mumbai to attend the meeting as follows:

2>            INFORMATION ABOUT THE SPECIAL PAY:

 

NFAEE Head Quarters is in receipt of enquiries from affiliates in respect to confirm the authenticity of the information about special pay. A email from DRDO has been circulated among the officers associations of DAE, DOS & DRDO regarding special pay as 20% of pay (basic + GP) for all employees. As far as concerned DAE, the secretariat of DAE was not ready to confirm the news. There is information that special pay with different percentage for various categories of employees such as scientific officers, technical staff and administrative staff respectively.

 

Under this circumstance Head Quarters is not in a position to confirm or deny the authenticity of the information.

 

We appeal to all affiliates to  rely on such information  only after  confirming from authorized source, till such time don’t spread among the employees which may cause function of our associations.

Sir,

          Please recall the discussion held on 4th December 2008 with Director BARC, your self and the office bearers of this Federation regarding various issues pertaining to the recommendations of Sixth Central Pay Commission and other related issues.

 

          In respect of Transport Allowance, the representatives of the Federation pleaded that by deducting a nominal charge towards the fuel charges and other incidental expenses for plying the departmental buses, Transport Allowances may be reimbursed to the employees. In this regard we brought to the notice of the Department that in Railways it was agreed to extend Transport Allowances to the railway employees by continuing to retain the passes issued to the employees to board the train for local journey and the order is awaited.


          Now the Railway issued the order to clarify the position on grant of Transport Allowances to Railway employees. In which it has been clarified that the Transport Allowance be made admissible to those employees who are already availing the Residential card Pass (RCP). A copy of the order is attached herewith for you ready reference. From the order it can also be seen that:

 

·         The order is given the effective date from 1st  September 2008

·         The said Order is issued with the concurrence of the Finance Directorate of the Ministry of Railways, not with the Department of Expenditure.

 

          In the above mentioned circumstance, the demand raised by this Federation and other unions and associations are also valid and hence requested to consider favorably in the present circumstances.    An early action from your end is anticipated

Dear Comrades,

From various affiliates are getting enquiries about preparation of the meeting with Department to be held on 11th February 2009. We requested to allow one office bearer from each union/association given the strike notice to attend the meeting with the Department.

However no reply has been received from the Department or any information regarding the meeting including the participation. Expecting a reply from the Department by tomorrow. Unless Department clear the number of participants, it is not possible to confirm from our side to ensure the participation in the meeting. In the telephonic discussion it is understood Department’s intention is to meet a small group of delegation.

However, General Secretaries of all affiliated unions and associations are requested to reach at Mumbai on 11th February 2009 to attend the preparatory meeting, which will be start exactly by 9.00 am at the JCM Office, Brindavan, Anushakti Nagar Mumbai. This letter will not ensure the participation in the meeting with Department.

Sub: Renewal CHSS cards of parents of DAE employees – Reg

Sir,

As the Department called for renewal of CHSS cards of the parents of DAE employees during the period of January – February 2009, employees were approached the CHSS for renewal. It is reported to this Federation, that as the pay of the Government employees were revised as per the Sixth Central pay Commission, the pension of the pensioners also revised with effect from 01.01.2006. As a result of that the minimum pension has been fixed as Rs3500 and by adding the 16% Dearness Relief, the lowest pension becomes Rs4060. Hence even a Group D employee at the entry level also will not continue the CHSS based on the ceiling on income at Rs4000.

The ceiling on income was fixed as Rs4000 when the minimum pension was Rs1250. After the implementation of revision in the pay structure all allowances and other entitlement also been revised. Considering the above mentioned facts you are requested to revise the ceiling on income of the parents to avail the CHSS facilities.

It is further requested to consider that once the parent admitted in the Scheme should not debarred from the scheme because of crossing the ceiling of income prescribed as the need of medical support is very much necessary as and when the age increases.

Till a decision is being taken to revise the ceiling on income, you are requested to give necessary instruction to suspend the renewal of programme already scheduled by Medical division, BARC
