Sub: HIKE IN TUTITION FEE AND PUVVN IN AEES SCHOOLS UNDER DAE

Sir,

The Atomic Energy Education Society (AEES) has exorbitantly increased the Tuition Fee and PUVVN fee from the Academic year 2015-2016. AEES further decided to withdraw the Fee exemption to certain categories of students like single girl child/girls students/ students belonging to SC/ST categories of serving employees in contravention with the Policies and Rules of Government of India and State governments.

The matter was taken up with the AEES authorities and had a meeting with the Chairman AEES and other officials on 2nd March 2015.  Accordingly the Governing Council of AEES in its 1645th meeting held on 04/3/2015 discussed the matter and directed the AEES to refer the matter to DAE for advice with specific request to seek additional funds under Non-Plan account . Accordingly the matter was referred to DAE by letter dated 16th march 2015, Ref No. AEES/P&C/Tuition Fees/ 2015-16/6555.

The National Federation of Atomic Energy Employees (NFAEE) has approached the Secretary DAE for intervention in this issue by a letter dated 3rd April 2015.

Similarly the Staff Side of DAE Departmental Council (JCM) moved an agenda for its 69th meeting of DAE Departmental Council (JCM) to be held on 9th April 2015 under the Chairmanship of Additional Secretary, DAE.

It is understood that the Atomic Energy Central Schools & Junior College has already initiated the process of fees collection and fixed the last date of collecting fees.

Since the AEES themselves approached the DAE for clarification and additional financial support from DAE and the Federation and Staff side of DAE departmental Council also approached AEC Chairman as well as Departmental Council (JCM) for reconsideration of the fee hike and related matter, we request you to defer the date for paying the fee collection immediately.

Join in the movement to protest against the
HIKE IN TUITION FEE AND PUVVN IN AEES SCHOOLS UNDER DAE

Dear Colleagues,

Those parents whose wards are studying in the AEES Schools across the country may aware that the School authority has increased the tuition fee to Rs. 800/-pm and PUVVN to Rs. 350/-pm. A steep increase of 60% in Tuition fee and 134% increase in PUVVN at a stretch.  The authorities further stipulated dates for paying the fees (without fine) as 13th April 2015.

You all are aware that the Tuition Fee in AEES was introduced to all classes subsequent to the implementation of Sixth CPC report. The tuition fee was fixed at the rate of Rs. 500/-pm and PUVVN was revised to Rs. 150/-pm for DAE wards which itself was exorbitant. There was a strong protest against the hike, however due to lack of support from parents the protest could not reached a threshold level and the authorities did not heed to the protest and continued the tuition fee at the higher rate for all these years.

By enhancing the fees now irrationally, the parents has to make payment about Rs14200/- to the School from the Children Education Allowance and merely Rs3800/- will be available for reimbursement on purchase of Test books, Note books, Two sets of Uniforms, Winter Dresses, Shoes, Shocks, etc in addition to the tax on the reimbursement.

AEES further decided to withdraw the Fee exemption to certain categories of students like single girl child/ girls’ students/ students belonging to SC/ST categories of serving employees under the plea that Reimbursement of Children Education Allowance (CEA) is available from their Units. It is in contravention with the Policies and Rules of Government of India and State Governments. Even if the Reimbursement of CEA is availed by the above said employees the employees shall be additionally burdened by the Income Tax on the Reimbursable amount @ of 30%/ 20%/ 10% as applicable to the individuals.

            It is pertinent to note here that the tuition fee for students of Central School in Department of Space (DOS) which also coming under the same ministry varies as well as Kendriya Vidyala Sangathan (K VS), there is no Tuition fee up to the classes 8th standard and Tuition fee charged @ Rs. 200 for the 9th & 10th standard and Rs. 400 for 11th & 12th standard students. Similarly Vidyalaya Vikas Nidhi (VVN) for the students of the classes from 1st to 10th standard are Rs 160 and for 11th & 12th standard is Rs 200 only in DOS.

            According to the PUVVN guidelines the expenditure from PUVVN shall be incurred ONLY under the “Authorized Expenditure of Heads under PUVVN” such as expenditure on participations of students in functions/competitive events, distribution of prizes/cash awards to students, for organizing the School Annual Day and various Zonal or All India AECS Events,  etc. But a huge amount of PUVVN is diverted/ being utilized beyond the scope of ‘Authorized Expenditure of Heads under PUVVN’ in violation of the guidelines governing the PUVVN especially after September 2014 as the Department asked to find out resources for running the school activities which is violation of the Bye laws of the AEES. The Bye Laws of the AEES is very clear that the entire funding shall be provided by Department of Atomic Energy.

The National Federation of Atomic Energy Employees (NFAEE) had convened a Seminar along with its affiliated unions and associations as well as NPCIL Federation, Officers Associations, Aided Institutions, Residents Associations (ARWA, MARWA, WSRWA) Sthaniya Lokadhikar Samithi, etc on 26th February 2015 at the ‘NUB’ Seminar Hall of NPCIL. The issue was discussed in detail and chalked out various action programmmes and formed a Joint Action Committee.  
 
 This matter was taken up with the AEES authorities and had a meeting with the Chairman AEES and other officials on 2nd March 2015. In the meeting the authorities informed that the instruction was given by DAE to raise the tuition fee as well as PUVVN and assured that the matter will discuss in the Governing Council of the Society. The Governing Council discussed the matter in its meeting held on 4th March 2015 and decided to refer the matter to DAE for advice with a specific request to seek additional funds under Non plan account to meet the expenditure on payment of salaries to ad-hoc/contract teachers and also for house –keeping contract etc.

It is also learned that DAE authorities directed the AEES to enhance the fees under the plea that KVS is having higher rate of VVN at the same time they have suppressed/ignored the fact that KVS doesn’t charge any Tuition fee up to 8th standard and accordingly not directed the AEES to make the Tuition fee at par with KVS.   

The NFAEE wrote letter to the Chairman Atomic Energy Commission to intervene and to withhold the decision of hike in Tuition Fee and PUVVN and sought an appointment to discuss the matter. Further the staff side decided to take up the matter in the 69th DAE Departmental Council meeting under JCM scheduled to be held on 9th April 2015 and submitted an agenda and asked the DAE authorities to:

·         To withdraw the hike in Tuition fee as well as in PUVVN immediately and continue the pre revised fee structure.
·         To give instruction to the AEES authorities to hold the collection of fee as per the revised rate till a final decision is taken in the matter.
·         To spend the amount in PUVVN strictly as per the guidelines given in Annexure II of the “Authorized Expenditure of Heads under PUVVN”
·         To examine/audit the utilization of PUVVN has been done in the previous years.

Dear Colleagues,

 The ‘DAE’ is repeatedly trying to walkout of the responsibilities which it is supposed to fulfill, CHSS was one example now they are attempting to dilute the Education facilities. If the other Central Ministries can run their Schools without exorbitant rate of Fees (for example Kendirya Vidyalaya Sangathan (KVS) which is under the Ministry of Human Resource Development and Schools of DOS) then why not DAE? Hence the intention behind the exorbitant hike in Fees rate is under Question mark??? Our collective efforts/protests can only bring the results and arrest the onslaught on the facilities which we are legitimately entitled. Hence we appeal to all the parents not to make payment until a proper decision is arrived during the negotiation with the DAE authorities and wait for the further direction from the Joint Action Committee.

A meeting of the office bearers of the unions, associations and welfare associations of DAE employees stationed at Mumbai & Tarapur was held on 26.02.2015 at the Seminar Hall, Nabhikiya Bhavan, Anushaktinagar, Mumbai to discuss about subject mentioned above

The meeting discussed issues pertaining to the hike in Fee as well as other issues related the Schools as well as the educational activities.

A resolution adopted in the Meeting to bring the issues to the notice of the AEES/DAE authorities and express the concern of the employees. The resolution is self explanatory and hence no need of explanation. The meeting was attended by the recognized unions and associations of the employees of BARC, NPCIL, DCSEM, DPS, HWB, AEES, BARC Tarapur, TAPS Tarapur, ARWA, SC & ST Association, Sthaniya Lokadhikar Samithi, etc.

We request you to take up the matters illustrated in the resolution may be considered seriously and resolved at the earliest.

RESOLUTION

The meeting of the employees’ representatives of DAE establishments’ stationed at Mumbai & Tarapur unanimously resolved to urge the Chairman AEES to withdraw the proposed hike in the tuition fee and PUVVN proposed from the academic year 2015 – 16 and to continue the  existing rate.   

The Tuition Fee was introduced to all classes subsequent to the implementation of Sixth CPC report. The Tuition Fee was fixed at the rate of Rs. 500/-per month (PM) and PUVVN was revised to Rs. 150/- PM for DAE wards which itself was exorbitant. The meeting noted that request from the employees was not heard during that time and arbitrarily continued the tuition fee at the higher rate for all these years.

Now the AEES has further increased the Tuition Fee to Rs. 800/- PM and PUVVN to Rs. 350/- PM. An increase of 60% in Tuition fee and 134% increase in PUVVN at a stretch. The meeting further noted that the withdrawals of Fee exemption to certain categories of students like single girl child/ girls students/ students belonging to SC/ST categories of serving employees (under the plea that  Reimbursement of Children Education Allowance (CEA) is available from their Units) is in contravention with the Policies and Rules of Government of India and State governments. Even if the Reimbursement of CEA is availed by the above said employees the employees shall be additionally burdened by the Income Tax on the Reimbursable amount @ of 30%/ 20%/ 10% as applicable to the individuals. In the other words the employees are taxed in the resources mobilization process of   AEES.  As such as by this act the Department is not gained any fund in exchequer and only transferring fund from one account to another account in AEES.  

          The meeting found that the tuition fee for students of Central School in Department of Space which also coming under the same ministry varies, Nil, Rs. 200 and Rs. 400 for the classes upto 8th standard, 9th & 10th standard and for 11th & 12th respectively. Whereas, VVN for the students of the classes from 1st to 10th standard are Rs 160 and for 11th & 12th standard are Rs 200 respectively.
 
         According to the PUVVN guidelines the expenditure from PUVVN shall be incurred ONLY under the “Authorized Expenditure of Heads under PUVVN” such as expenditure on participations of students in functions/competitive events, distribution of prizes/cash awards to students, and on printing, for organizing the School Annual Day and various Zonal or All India AECS Events such as Sports/Cultural/Orientation programmes etc., on repairs/maintenance and for Purchase of Items of Library books, notice/display boards, items to replace on buy-back basis, Consumables for labs and teaching aids, Materials and consumables for sports, etc.

But the meeting observed that a huge amount in PUVVN is diverted/ being utilized beyond the scope of ‘Authorized Expenditure of Heads under PUVVN’ in violation of the guidelines governing the PUVVN especially after September 2014 as the Department asked to find out resources for running the school activities which is violation of the Bye laws of the AEES. The Bye Laws of the AEES is clear that the entire funding shall be done by Department of Atomic Energy and thus the meeting of the employees strongly noted here that Department and AEES violating the rules framed and notified.

The meeting also observed that to accommodate children under Right to Education in the first standard, the wards of Non DAE employees who are enrolled in various schools under AEES in Pre – Prep and who all are in now Prep may deny the admission in the first standard because of want of seats which will become problem for getting admission in other school in between.

In the light of above the meeting held on 26th February 2015 unanimously resolve to urge the Chairman, AEES:

·         To withdraw the hike in Tuition fee as well as in PUVVN immediately and continue the pre revised fee structure
·         To spend the amount in PUVVN strictly as per the guidelines given in Annexure II of the “Authorized Expenditure of Heads under PUVVN”
·         To examine/audit the utilization of PUVVN has been done in the previous years.
·         To ensure admission to the wards of non DAE employees who all are admitted in Pre – Prep and now in Prep classes in first standard.

Sir,

We would like to submit the following with reference to the circulars issued by the AEES Mumbai regarding the admission and fee structure DAE WARDS, NON DAE, admission under RTE Act categories and revision of Tuition Fee, Parmanu Urja Vidyalaya Vikas Nidhi (PUVVN), etc for the academic year 2015 – 16 for your consideration.

The Tuition Fee was first time introduced subsequent to the implementation of Sixth CPC report. The Tuition Fee was fixed at the rate of Rs. 500/-per month (PM) and PUVVN was revised to Rs. 150/- PM for DAE wards which itself was exorbitant. The request from the parents was not heard and arbitrarily continued the tuition fee at the higher rate for all these years.

Now the AEES has further increased the Tuition Fee to Rs. 800/- PM and PUVVN to Rs. 350/- PM with effect from the Academic Year 2015-16. It is 60% increase in Tuition fee and 134% increase in PUVVN at a stretch. Considering various facts and circumstances we are of the strong view that this exorbitant increase of the above said fees at this juncture is unjustifiable and unwarranted.    

Moreover the withdrawals of Fee exemption to certain categories of students like single girl child/ girls students/ students belonging to SC/ST categories of serving employees (under the plea that  Reimbursement of Children Education Allowance (CEA) is available from their Units) is in contravention with the Policies and Rules of Government of India and State governments. Even if the Reimbursement of CEA is availed by the above said employees they will be additionally burdened by the Income Tax on the Reimbursable amount @ of 30%/ 20%/ 10% as applicable to the individuals. In the other words the employees are taxed in the resources mobilization process of   AEES.    

With reference to the revision of PUVVN it is pertinent note here that from the   guidelines governing the PUVVN in AEC Schools/Junior Colleges issued on 28th May, 2014, it is evident that many schools were not spending or unable to spend ‘PUVVN’ collected for the purpose; hence the Head of ‘Unspent PUVVN’ was withdrawn with effect from 01.04.2014.  “A separate “Head of Unspent PUVVN” is being withdrawn from 01.04.2014 onwards. This is done keeping in view that many schools have large amount of balance in this account, which they are unable to spend. The existing unspent funds, accumulated upto 31.03.2014 will henceforth be allowed to be spent under the ‘Authorized Expenditure Heads under PUVVN’ given in Annexure-II.”  

When the amount accumulated in PUVVN was not being fully utilized for the purpose which is being collected at the same time students/parents were forced to shell out extra amount from their part for which PUVVN could have been utilized.

From the above facts it is amply clear that the current rate of PUVVN is more than sufficient to meet the requirements     

         According to the PUVVN guidelines the expenditure from PUVVN shall be incurred ONLY under the “Authorized Expenditure of Heads under PUVVN” as described in Annexure-II. Relevant portion from the guidelines issued by AEES is given below:

 “The major heads of expenditures are (for details see Annexure-II):

(i)     Expenditure on participations of students in functions/competitive events, distribution of prizes/cash awards to students, and on printing.
(ii)   Expenditure for organizing the School Annual Day and various Zonal or All India AECS Events such as Sports/Cultural/Orientation programmes etc.
(iii) Expenditure on repairs/maintenance
(iv)Expenditure on Purchase of Items: (a) Library books, notice/display boards, items to replace on buy-back basis; (b) Consumables for labs and teaching aids: (c) Materials and consumables for sports.

(Note: The ‘PUVVN shall not be utilized to finance any activities other than those indicated in the Annexure-II. Specifically no expenditure to be made for procurement of infrastructure or Capital items provision for the purchase of which exists under the Plan or Non Plan budget of AEES)”

It is come to the knowledge that of late a huge amount in PUVVN is diverted/ being utilized beyond the scope of ‘Authorized Expenditure of Heads under PUVVN’ in violation of the   guidelines governing the PUVVN.

In the light of above it is required to be examined the utilization of PUVVN has strictly adhered as per the guidelines.  if the  circumstance  becomes inevitable to enhance the rate of fees to meet the expenditure,  the revision of fees shall be considered keeping reasonably adequate portion left in CEA for full filling the reimbursement of purchase of Test book, Note book, Uniforms, Shoes, etc.

Moreover 7th Central Pay Commission has already been constituted and revision of Pay and Allowances are under consideration in which CEA also likely to be revised. Even if it is necessary for a hike in fee structure as mentioned in the above para it would be appropriate after the revision in the Pay and Allowance based on the 7th CPC recommendation.

It is therefore request you that till such time the proposed hike in the tuition fee as well in PUVVN may be withdrawn and the existing rate shall be continued.

ATOMIC ENERGY – KALPAKAM – VICTIMIZATION – SOLIDARITY DAY

Hold Protest demonstrations on 18.02.2015

The meeting of the participating members in the study camp organized by the confederation of Central Government Employees & Workers at Bangalore unanimously resolved to urge the authorities of the Department of Atomic Energy and Indira Gandhi Centre for Atomic Research to revoke the suspension of 4 Office Bearers of NFAEE/AEEA with immediate effect and stop the move to derecognize the Atomic Energy Employees Association recognisegned under CCS (RSA) Rules 1993.

            The participants’ notes that the suspension was initiated against these leaders to leading the entire nuclear worker of the Kalpakkam on the attempt of the management is nothing but to suppress the trade union activities at Kalpakkam and the meeting condemn the attitude.

            The meeting of the participating members extends support and solidarity to the fighting comrades of the Kalpakkam.
      
            To express the solidarity with the victimised comrades the meeting has resolved to call upon all organisations affiliated to confederation of Central Government Employees and Workers, its branches and members throughout the country to held massive demonstration on 18th February 2015 and to pass resolution and send the same to The Secretary, Department of Atomic Energy, Anushakti Bhavan, CSM Marg, Mumbai-400001 or send by Email.

COM. VYASJI LEFT ALL OF US FOR EVER AT ABOUT 8.20 PM ON 13TH FEBRAURY 2015

VYASJI WAS ADMITTED TO HOSPITAL AT JAIPUR ABOUT 11 AM ON 1ST FEB, ONE DAY BEFORE HIS 86TH BIRTHDAY AFTER A MASSIVE HEART ATTACK. HE UNDERWENT ANGIO PLASTY IMMEDIATELY AND ALL OF US HOPED THAT HE IS OUT OF DANGER. BUT AFTER A COUPLE OF DAYS, HE HAD ANOTHER ATTACK. HIS BP BECAME UNSTABLE AND THEREAFTER INTESTINE ALSO GOT AFFECTED. ON 13TH FEB HE SUFFERED ANOTHER HEART ATTACK – CAUSING DEATH.

NATIONAL FEDERATION OF ATOMIC ENERGY EMPLOYEES (NFAEE) OWES ITS STATURE TO VYASJI. HE WAS A LEADER, LEADER PAR EXCELLENT. HIS STYLE OF WORKING EVEN AT THE ADVANCED AGE WAS AMAZING AND INIMITABLE.

VASJI WAS THE SECRETARY GENERAL OF ALL INDIA AUDIT & ACCOUNTS ASSOCIATION FROM 1969 TO 1981 AND THEREAFTER PRESIDENT UPTO 39TH CONFERENCE AT CHENNAI IN SEPT 1989. VYASJI BECAME THE SECRETARY GENERAL OF CONFEDERATION WHEN HE WAS ADDITIONAL SECRETARY GENERAL OF OUR ASSOCIATION. HE CONTINUED AS SECRETARY GENERAL OF CONFEDERATION UPTO SEPTEMBER 2006, AFTER WHICH HE BECAME PRESIDENT. HE STEPPED DOWN FROM ALL ELECTED POSTS IN THE KOLKATA CONFERENCE OF CONFEDERATION IN 2013 AND ASSIGNED AS ADVISER TO THE CONFEDERATION OF CENTRAL GOVERNMENT EMPLOYEES AND WORKERS. He was holding the posts of Secretary General of both BCPC and NCCPA, Federations of Pensioners Associations till his end.

THIS LOSS IS IRREPARABLE TO THE ENTIRE CENTRAL GOVERNMENT EMPLOYEES MOVEMENT IN THE COUNTRY.

MORTAL REMAINS OF VYASJI HAS BEEN TAKEN TO HIS ANCESTRAL HOUSE JODHPUR. CREMEATION WOULD BE AT JODHPUR. HE IS SURVIVED BY HIS WIFE, TWO SONS AND TWO DAUGHTERS AND GRAND CHILDREN AND GREAT GRAND CHILDREN.
