NJCA MEETING

NO CONSENSUS ON REVIVAL OF DEFERRED INDEFINITE STRIKE

Much awaited meeting of the National Joint Council of Action (NJCA) was held on 17th January 2017 at National Council (JCM) Staff-side office at New Delhi. Leaders of Railways, Defence, Postal and Confederation attended. Detailed discussions were held on the developments that took place after the deferment of the indefinite strike of 11th July 2016 and also on the totally negative attitude of the Government towards the 7th Pay Commission related issues of the Central Government Employees & Pensioners, including increase in Minimum Pay, Fitment formula, Allowances, Pensioner’s Option-I etc.

Unfortunately, there was no consensus regarding revival of the deferred indefinite strike. Hence no decision could be taken. Meeting ended with a decision to meet again after some days. In the meantime NJCA Chairman and Convener may try to meet the Cabinet Ministers who have given the assurances on 30th June 2016 to NJCA leaders.

As there is no immediate possibility for revival of the indefinite strike by NJCA, Confederation National Secretariat has decided to intensify the mobilization campaign and preparation for making the 16th March 2017 one day strike a grand success. All Affiliated Organizations and C-O-Cs are once again requested to make all –out efforts to ensure cent percent participation of employees in the strike. In addition to the campaign programme of National Secretariat members, each affiliated organization and C-O-Cs should chalk out their own separate campaign programme.  Please give wide publicity through local print / electronic media and social media like whatsapp, facebook etc.

No doubt, our strike will have a great impact in settling the demands and also in exposing the powers-that-be who betrayed the cause of 33 lakhs Central Govt Employees and 34 lakhs Pensioners.

Somebody should come forward to protest and also, if necessary, to suffer and Confederation is ready for it.

Let Confederation lead and others follow.

Sub: Revision of rates of subscription under Central Government Health Scheme due to revision of pay and allowances of Central Government employees and revision of pension/ family pension on account of implementation of recommendations of the Seventh Central Pay Commission.
 
In partial modification to this Ministry’s OM of even No. dated 9th January, 2017 on the subject mentioned above, the undersigned is directed to say that the revised rates will be effective from 1st February 2017 instead of 1st January, 2017.

Subject: Revision of rates of subscription under Central Government Health Scheme due to revision of pay and allowances of Central Government employees and revision of pension/ family pension on account of implementation of recommendation of the Seventh Central Pay Commission.

            The undersigned is directed to refer to this Ministry’s ‘OM No. S.11011/11/2016-CGHS(P) dated 20th Ma’y, 2009 vide which orders were issued revising the rates of monthly subscription for availing CGHS facility, as also the entitlement for free diet, entitlement of accommodation in private empanelled hospitals under CGHS, etc.

2.         Consequent upon revision of pay on the basis of the implementation of the recommendations of the 7th Central Pay Commission, it has been decided to revise the rates of subscriptions, to be made by employees/ pensioners, for availing benefits under the CGHS, with effect from 1st January 2017. It has also been decided to revise the monetary ceiling limits for various entitlements of the beneficiaries for availing CGHS facilities.

3.         In supersession of all earlier instructions, the following revisions are being made, is so far as it relates to the facilities mentioned below:

Dear Comrades,
            As Assembly elections to five States are scheduled to be held from February 4th to March 11th (including declaration of results) and as February 15th is also poll date in two states , the National Secretariat of Confederation of Central Government Employees & Workers has decided to postpone the proposed ONE DAY STRIKE on February 15th to  MARCH 16th 2017 THURSDAY.

            As 13th March is holiday for Holi in North India and the celebrations are to continue on 14th also, the strike date is fixed as 16th March. There is no change in the 10th January Mass Dharna Programme.

            All those Organisations who had served the strike notice as February 15th shall give a letter to their Head of the Departments intimating the postponement of the strike to 2017 March 16th ,  showing  reasons as mentioned above ,  WITHOUT FAIL.
            Those organisations who have not yet served the Strike Notice should serve the notice before 15th January 2017 WITHOUT FAIL.

            Regarding already announced campaign programme of National Secretariat members , if necessary , dates may be rescheduled by the National Secretariat members in consultation with the concerned C-O-Cs.

            General Secretaries of C-O-Cs are also requested to contact IMMEDIATELY, the concerned National Secretariat members and finalise the date of campaign programme. Intensive campaign should be conducted by all C-O-Cs and Affiliated Organisations in all States, especially in those states where elections are declared, so that employees and general public will become aware of the totally negative attitude of the Central Government towards the legitimate demands of the Central Government Employees and Pensioners.

            The betrayal of the Group of Cabinet Ministers of NDA Govt by not fulfilling their assurance given to NJCA leaders on 30th June 2016, should be exposed.

Dear Comrades,

ONE DAY STRIKE:

As the Election Commission declared the schedule for Election to the 5 State Assemblies from 4th February to 8th March 2017 and the counting of votes been scheduled to be held on 11th March 2017, the Secretariat of Confederation of Central Government Employees & Workers decided to postpone the ONE DAY STRIKE from 15th February 2016 to 16th March 2016.

The circular issued by CCGEW is enclosed herewith.

Accordingly all affiliates who all are served STRIKE NOTICE are requested to give a letter to their Head of the Departments intimating the postponement of the strike to 16th March 2017, showing reasons as mentioned above.

            Also requested to those affiliates who have not yet served the Strike Notice should serve the notice before 15th January 2017 WITHOUT FAIL.

MASS DHARNA:

However the MASS DHARNA on 10th January 2017 as a campaign programme to protest on non fulfillment of assurances by Group of Cabinet Ministers of Modi Government on minimum wage, fitment formula and allowances revision for CG employees, etc. should be conducted as announced. If any organization not planned the programme, are requested to hold Mass Dharna before 13th January 2017.
