Sub: - Regarding open letter written by S.K. Singh, President SAAB

Dear Colleagues,

          Today (01.05.2017) evening in South Site Canteen, I had seen a letter dated 24th April 2017 addressed to me, Shri. Sreedharan (Ex – Secretary, AEWSU) and Shri. P.M. Worlikar (Elected Sectary, AEWSU) written by Shri. S.K. Singh in the capacity of President SAAB.

I am issuing this letter neither to counter nor clarifying the content of the issues referred in the said open letter. My intention is only to bring the following to your kind notice that No such letter has been received by me from Shri. S.K. Singh either through post, personnel delivery, fax, email or Whatsapp till date. I don’t know the copy was received by Shri. Sreedharan or Shri. Worlikar.

Without sending the copy of the letter to the addressee and publishing the same in open place, you could assess the motto of the person doing such unethical action to defame the Federation and the recognized associations.

NFAEE will come out open on all baseless allegations and arguments being placed by Shri Singh in public domain on various occasions to mask his consistent failures for adopting the wrong path. We were keeping mum so far to safe guard the interests of the Scientific Assistants of entire DAE. Since he started to openly malign individuals and Associations with baseless allegations in an unethical attitude, we are left with no other alternative than   clarifying the factual positions in open/ public domain.

Dear Comrades,

Another Workers Day is tomorrow….

The 7th Central Pay Commission was constituted by the Government in the month of February 2014. Along with pay structure in respect of allowances also a Common detailed memorandum was submitted by JCM constituents, NFAEE and other organizations to 7th Central Pay Commission. 

7th CPC took more than 25 months and recommended a faulty & reduced percentage of HRA & Transport Allowances and abolished all other allowances while submitted it's report in November 2015.

NJCA, NFAEE and other organizations objected and Government appointed empowered committee to study the recommendations of pay commission.

Empowered Committee only recommended on pay structure as recommended by pay commission and referred back other matter to the Government. 

Government appointed the allowances committee headed by Finance Secretary. 

Allowances Committee took more than 15 months and now handed over a report to the Finance Minister. 

Finance Ministry again refer this Committee report to the Empowered Committee. 

Empowered Committee again examine this issue and refer this issue to the Cabinet. 

Not only this, after Cabinet approval we will have to wait for Notifications/resolution office orders and anomalies in allowances & endorsement thereof.

For resolving anomalies in the  allowances another allowances anomaly committee may be formed. 

In the melee, probably, the reduced percentage may come into effect. 

This is our system headed by very big patriotic force. 

To whom we should blame the shuttling like football from one leg to other?

To NJCA?

To Confederation?

To NFAEE?

To the union or association?

Or ourselves?

Think......

And react.......

The surrendering attitude of the employees is the weapon in the rulers....

Come out and react.....

Agitation is the weapon of the workers.

The day we realise that...we will win our battle 50%.....

Those who feel the meetings will give results is in the world of dreams.
Agitation only gave results

There the importance of the MAY DAY….

The first revolution against the injustice.

Workers united and fought for EIGHT HOURS job….

So we too come out for struggle against the injustice on our genuine demands.

Sub: - Restoration of Advance Increments case
.
Dear Comrades,

As you all aware, while revising the pay based on the 6th CPC recommendations, the Advance increments given to the CAT II Trainees while regularizing them after the successful completion of their training during the interim period of implementation of 6th CPC recommendations, i.e., from 1st January 2006 to December 2009 were withdrawn/ reduced.

As the request has not been considered by the Department favorably, the Working Committee took a decision to fight legally in CAT.

Accordingly a case (OA 252/17) was filed in the Mumbai bench of CAT and came for hearing on 27th April 2017. While considering the matter, the Hon’ble CAT Mumbai Bench directed the Department to consider the request of NFAEE for restoration of the advance increments within a period on 10 weeks.

Note:

All the affiliates are requested to bring the above information to the notice of CAT II Trainees who got regular appointment after completion of their training during the period of 2006 to 2009 and withdrawn/reduced the advanced increments awarded to them while regularizing their appointment and make them party of the case by collecting Rs 2000/- as 1st installment towards the legal expenditure. The amount should be collected by cheque payable in NFAEE legal fund account.
