The Working Committee meeting of NFAEE was held on 8th December 2007 at Mysore. The meeting was presided by Com. G. Maniachari, President NFAEE. Meeting was attended by the Working Committee members from BARC Mumbai, DCS&EM Mumbai, HWB Mumbai, DAE Secretariat Mumbai, NFC Hyderabad, HWP Manuguru, DPS (Purchase), HWP Tuticorine, IGCAR Kalpakkam, BARCF Kalpakkam, GSO Kamlpakkam, HWP Tuticorine and RMP Mysore. The Working Committee members from HWP Talcher, CAT Indore, HWP Baroda, VECC Kolkotta and DPS (Stores) intimated their inability to attend the meeting. Similarly Com. K.G. Bilaskar, R.C. Nanda and S.K Panchal intimated that due to ill health they could not attend the Working Committee. Com. A. Sathasivam & could not attend the Working Committee meeting as he has to attend enquiry proceedings at Mumbai and Com S.R. Singh as he was busy with programme of Residential Welfare associations activity.

Com. P.J.Jose (RMP Mysore) welcomed the working committee members. The meeting discussed the agenda circulated in the Notice for the meeting and decision has been taken as under:

Agenda 1: Review of Strike action on 29th & 30th October 2007

Secretary General reported in detail about the one day Strike on 29th & 30th October 2007 carried out by various affiliates. 17 out of 22 affiliates have been served the strike notice to the Department. Three affiliates representing the scientific assistants and supervisory staff association of NFC, HWP Manuguru and Tuticorine, Employees union of HWP Talcher and Secretariat staff were not given strike notice. In Mumbai the strike was carried out on 29th October 2007 as 30th being observed as the founders’ day for BARC. Out of 17 affiliates given strike notice, 11 have been participated in the strike. When all R&D establishments, Supporting and service units participated in the strike, the Industrial units failed to participate in the strike as the conciliation proceedings continued upto 30th October 2007. He reported that the Kalpakkam employees were in the forefront of the strike as almost all employees of IGCAR, BARCF, GSO and Store Staff of Kalpakkam were joined in the strike. He also pointed out that for the first time in RMP Mysore and CAT Indore, the employees were joined in the strike. In other R & Establishments, supporting and servicing units, i.e. BARC Mumbai, DPS Mumbai, HWB Mumbai, DCS&EM Mumbai & VECC Kolkotta, the strike was partial.
In the Industrial units the RLCs and ALCs intervened and conciliation proceedings initiated. As the conciliation proceedings continued in some of the units even on 30th October 2007, the affiliates of the Industrial units has decided to conduct solidarity actions. Accordingly all Industrial units’ programmes such as gate meeting, badge wearing slogan shouting etc been conducted. Secretary General opined that the last moment backed out from the strike action by the Industrial units created confusion among the employees of other section, especially such units were strike was success. The Secretariat members from the R&D units and supporting and servicing units except Com. Arun Naik participated in the Strike.

In the discussion, representatives of all affiliates as well as all secretariat members were participated. The office bearers of the industrial units briefly reported the reason they forced to go for solidarity action instead of strike on 30th October. In the meeting it is reported that even though the affiliates of industrial units were not gone for strike, the Office bearers of the Federation Com. Maniachari, Com. Raghuramiah, Com. S.N. Reddy and Com P. Sreenivasa Rao participated in the strike by absenting from duty. Similarly Executive committee members of NFCEA also were absent from duty on 30th October 2007.

After elaborated discussion the Working Committee decided the following:

· To over come the organizational weakness more attention to be given
· To find ways to have more united and uniform strike action in all units
· To gather information from other Secretariat members about their role on the day of strike.
· To discuss the organizational matter in the ensuing General Council meeting based on the report prepared by the Secretariat

Agenda 2: Review of the Organisational activities:

The Secretary General briefly reported the activities of the Federation after the last working committee held on 13th July 2007 at Mumbai. To strengthen the organisation various programmes has been conducted during this period.

· Meeting with various unions of IREL, NPCIL, ISRO Staff Association etc has been hold.
· Participate din the All India Convention of Central and State Government employees at New Delhi
· Organised All India convention of DAE Employees at Mumbai.
· Preparation for the strike: Printed posters from the Head Quarters. Organised meetings in various DAE units such as GSO, IGCAR and BARCF at Kalpakkam, BARC Mumbai, DCS&EM Mumbai, CAT Indore, and RMP Mysore.
· Organised in some of the units campaign programme on 14th November 2007 as decided by the All India Convention of DAE Employees. All affiliates have been submitted the declaration of the convention of DAE employees to the Prime Minister and to the Secretary to the Department of Atomic Energy.
· Send Telegram, Fax etc to the Finance Minister to demand rise the Bonus ceiling.

There are lapses from the affiliates to conduct the programmes. Some of the affiliates are still not taking the campaign programme seriously. No proper intimation to the Head quarters regarding the activities. Lapses in the co ordination/participation of the Secretariat members and other leaders etc are the some organizational problems.

At the same time the approach of the Department towards the problems of the employees as well as towards the recognized unions and associations as well as Federation is to be taken seriously. The management is not even ready for dialog with the recognized representatives of the employees. The situation is reached such a level that to meet the top level officials, strike notice to be issue don pending issues.

To over come the situation, more vigorous and united activities of the Federation and unions and associations has to be planned.

As the Federation is recognized by the Department synchronization of the organizational activities of the Federation and its affiliates is more relevant. Also the subscription collection, as per the RSA Rules 1993 is to Check off system. All these formalities also to be considered and uniformity should be brought.

After detailed discussion, it was decided as follows:

· In the forth coming Departmental Council meeting, the issue of proper employee employer relation should be taken at an appropriate manner.
· A questionnaire may be circulated to all affiliates, so that all affiliates can discuss the formalities to be brought to synchronize the activities of the Federation and its affiliates.
· In the forthcoming General Council detailed discussion shall be conducted on organizational matter

Agenda 3: Future Course of Action:

The Working Committee meeting identified the certain issues pertaining to various sections of employees is important and immediate relief on these issues to be ensured. Following are the issues:

· Cadre Review of administrative, accounts, auxiliary, purchase & store staff
· Revision of Overtime Allowance
· Revision of Update Allowance on par with the proposal of revision of the Allowance for the Scientific Community.
· Vicitimisation of Trade union activists
· Vindictive measure to suppress the trade union rights such as deduction of salary for the participation in Dharna and Fast.
· Option to switch over from CPF to GPF for administrative, accounts, auxiliary, purchase and store staff as well Technical staff
· Recruitment & Promotion norms for Technical, Canteen & auxiliary staff

The Working Committee also decided to continue the campaign on the declaration of the All India Convention of DAE Employees held on 7th & 8th October 2007 at Mumbai. It is decided to arrange a representative nature meeting at the venue of the JCC meeting of NPCIL during the next meeting. After confirmation of the date and venue of the JCC meeting, invitation shall be extended to unions and associations of employees of IREL, UCIL, ECIL and Aided Institutions along with unions of NPCIL.

Agenda 4: To fix the date, venue and agenda for the General council meeting:

The Working Committee proposed to hold the next General Council meeting in the third or forth week of February 2008. Secretary General intimated that CATSA, CAT Indore will explore the possibility to host the meeting at Indore and communicate by third week of December 2007. In the meeting of the Office Bearers/DC Members of affiliates to be held on 21st December 2007, the decision on General Committee meeting shall be taken and accordingly notice shall be issued.

Agenda 5: Any other issues with the permission of the Chairman:

1. Against the Departments ‘approach on Gandhian ideology:

The meeting observed the approach of the Department in the recent past by adopting salary deduction for participating in the Sathygraha or dharna. The members recalled that when internationally acknowledged the Gandhian approach even by UNO, the DAE administration compelling to punish the employees those who following the Gandhian style. The meeting unanimously decided to condemn the attitude of the Department and if the situation continues, to start campaign programme against the authoritarian approach.

2. Departments negative approach on Bilateral discussions:

The Working Committee meeting noticed the negative approach on bilateral discussion with the recognized representatives of the DAE Employees functioning in various units as well as the Federation. The authorities on various flimsy ground deny even to meet the representatives. The meeting observed that in the last three years the Secretary of the Department met the representatives just two occasions to discuss the issues of the employees, that too after issuing notice on agitation. The additional Secretary only met during the Departmental Council meeting, other wise he too deny the appointment. The meeting unanimously decided to take up the issue with Secretary, DAE and if the Department is ready to correct their approach on bilateral discussions, to start campaign programme which may culminate with industrial action.

Com. M. Sangiah Working President on behalf of the working committee members attended the meeting expressed sincere thanks to the members of RMP Myosre for orgasnising the meeting. The meeting was concluded at 700 pm after the vote of thanks by Com. S. Gopu RMP Mysore.

All affiliates are requested to take up the issues in the Executive/Managing Committee of the unions/associations concerned to discuss in detail so that take decisions to strengthen the unions and associations so that he Federation too to bring more unity and strength among the work force of DAE.
