Dear Comrades,

The extended meeting of NFAEE was held on 17th & 18th September 2008 at the ARWA/JCM office Anushakthi Nagar, Mumbai 400 094. The detailed circular shall be send immediately. The decision of the meeting is given below:

1. PAY COMMISSION RELATED MATTERS

Draft structure of up gradation shall be circulated through email to all affiliates by 19th September 2008. All affiliates should discuss the same in the Executive Committee/Managing Committee/employees concerned and send back with modifications/alterations/ addition etc with supporting documents before 25th September 2008. If time permits the correctedversion shall be re-circulated for confirmation and submit to the Department by 30th September. In case the Department convened the meeting of Suri Committee before that and asked to submit the proposal in-between based on the inputs received from the affiliates, the corrected version shall be submit to the Department before 30th September 2008.

2. CALL GIVEN BY CONFEDERATION OF CG EMPLOYEES & WORKERS

Confederation of CG Employees & Workers has been a given call to observe 19th September as Strike Declaration Day in all Central Government Offices. As office bearers of affiliates are away from units to attend the Working Committee meeting at Mumbai, it is decided to organize the programme before 24th September in all units by organizing meeting of employees and passing the resolution addressed to the Prime Minister, Cabinet Secretary. It is also decided to send a copy of the resolution along with the Charter of Demand to the Secretary DAE too.

3. ORGANISATIONAL ISSUES

A. STREAMLINING THE ORGANISATION STRUCTURE

To streamline the Organizational structure it is suggested to bring the tenure of affiliate’s union/association same period as well as tenure year. For this the Unions/ associations has to amend the bye laws to ensure three year shall be the tenure. If Department not accepting the same, then Federation should bring down the tenure to two years. One time relaxation has to be given to bring the election of new committee for the same period. It is decided to discuss the issue with Department for getting approval for the amendments/modifications required to streamline the organizational structure.

B. SUBSCRIPTION

At present the rate of subscription varies from Rs 2/- to Rs 10/- per month per member. It is suggested to bring uniformity by taking step to increase the rate of subscription to Rs 10/- per month as the pay revised. Also approach the Department to deduct the Subscription for Federation though check of system which is one of the conditionality of recognition under CCS (RSA) Rules 1993

4. FUND COLLECTION

The meeting decided to collect Fund from the employees to create a Working Fund for Federation as well as to the affiliated unions and associations. It is also proposed to create a FIXED DEPOSIT for NFAEE for emergency requirement. Decided to collect at least Rs100/- from employees and out of which Rs 50/- shall be given to the Federation. Federation has to give Rs 20/- per member to Confederation of CG Employees & Workers for their Working Fund. It is also decided to print Donation Coupon to those associations/unions required the printed coupon from the Head Quarters. Also decided to collect the fund only in the month of October and shall be completed the collection by 31st October 2008 and remitted the quota to the Head Quarters immediately.

5. ALL INDIA CONVENTION

It is also decided to organize All India Convention of DAE employees in the month of October to popularize the demands on Pay Commission and other issues. GSO EA informed that, after discussion in JAC Kalpakkam they will communicate the possibility to conduct the Convention in Kalpakkam in the middle of October2008. Other wise the Head Quarters will communicate the venue and date after finalizing the place for convention.

Detailed circular follows. All are requested to take appropriate decision to implement the decisions taken in the Working Committee and intimate the action from your side.
