RESOLUTION
The meeting of the Staff
Side Members of DAE Departmental Council (JCM) held on 29th July,
2012 at JCM Office, Anushaktinagar, Mumbai – 400 094 resolved to condemn the
attitude of the Department towards the functioning of JCM forum by approaching
casually on issues as well as the system.
The meeting noted with serious concern the
lethargic and indifferent attitude of the administrative authorities while
dealing with the staff related matters either in the JCM forum or in bilateral
discussion
While going through the Action Taken Report as well
as the Agenda items accepted for 64th DAE Departmental Council, it
established the casual approach of the administrative authorities. The
Department has not been adopted any policy and number contradictory approach
has been taken.
For example,
in the matter for Cadre Review, though the issue was discussed by Chairman
Atomic Energy Commission with NFAEE on 29th July 2011 as well as in the 63rd DAE Departmental
Council meeting held on 14th December 2011 and the same was reflected in the Action Taken
Report. Instead of declaring the constitution of the Cadre Review Committee and
the terms of reference, it is stated that the matter is under consultation even
after 12 months of the directive given the Chairman Atomic Energy Commission to
constitute the Cadre Review Committee. The staff side meeting observed it is
not just insult of the staff side but insult of the Chairman Atomic Energy
Commission.
At the same time another item was rejected by
saying that item was discussed in the earlier DC.
Not only the above mentioned is the example for the
departments attitude. An item which was rejected in the 59th DC Meeting
mentioning that the item was of Group A employees has been accepted as Agenda
Item for discussion in 64th DC meeting - Gazetted status for
Scientific Assistants. Another matter pertaining to Group A has been accepted
for discussion in the DC is the restriction on LTC introduced by the Department
on Tour.
The meeting also observed that ATR is incomplete
and number of issues discussed in the previous DC meeting was not reflected in
the ATR and thus allowed a natural death of such items.
The Staff side meeting strongly feels that delaying
the arbitration process on entry level pay for Tradesman as 4000 – 100 – 6000
which was recorded disagreement in the year 2006 is a vindictive attempt by the
department
Similarly issues of promotion norms for Security,
DPS Staff and Canteen are pending in the Department from 3 to 15 years for implementation. DAE may be the
only one Department which may not formulate recruitment and promotion policy
for it canteen employees after the canteen employees became Central Government
Employees by virtue of the Supreme Court directive.
Under the above mentioned circumstance the staff
side meeting
unanimously expressed the concern in the recent past development towards the
approach on issues pertaining to the employees of DAE as well as the attitude
of the Department on bilateral discussion and resolved to communicate that the
if the Department continue the same approach will not give any fruitful
decision on matters pertaining to the DAE employees.
Thus the Staff side
unanimously resolved to appeal the Chairman DAE Departmental Council to
consider the JCM forum as a respectful forum for negotiation as the Government
of India expect.
