Sub:  HOLD PROTEST DEMNOSTRATIONS IN FRONT OF

ALL DAE ESTABLISHMENTS

Dear Comrades,

          Once again the NDA Government betrayed the entire Central Government Employees by denying the HRA at the existing rate of 30%/20%/10% with effect from 01.01.2016. The denied the existing rate as well as denied the arrears from 1^st June 2016 by the decision to implement the revised rate from01.07.2017.

The Government has not considered the suggestions by the staff side on various other Allowances and facilities and Government came up with cosmetic changes in the recommendations of the Pay Commission.

Further the assurance given by the Cabinet Ministers regarding minimum Pay and Fitment Formula is also not considered by the Government till date.

The only acceptable recommendation by the Pay Commission was to regulate the pension who retired prior to 1^st June 2016. Though the proposal was accepted by the Government while issuing the notification on acceptance of the Pay Commission report, later it has been replaced the pension fixation formula by adopting new one which is not beneficiary to the pensioners.

No decision on NPS has been taken to ensure minimum pension or other demands submitted by the Staff side.

National Federation of Atomic Energy Employees (NFAEE) strongly condemns the attitude of delay and denial policy of the Government on Central government Employees and betraying the entire Government employees.  

NFAEE calls upon all Nuclear Worker of the country to hold demonstration in front of all DAE installations to protest against the anti employees stand of the NDA Government.

          Within no time of the decision taken by the Government of India Shivgopal Mishra, the Secretary Staff Side, National Council (JCM) who is happened to be the Convener of National Joint Council of Action (NJCA) without discussing with the constituent units of NJCA issued a Press Release in which he welcomed the decision of the Union Cabinet for “restoring rates of HRA @ 10%, 20% and 30% to the Central Government Employees covered from levels 1 to 3.”

          With all due respect NFAEE would like to mention here that Shivgopal Mishra lied in front of 34 lakhs of Central Government Employees and trying to misguide the employees for his utter failure either to negotiate with the Government or to lead a united struggle. In fact out of the 120 stages of Levels 1 to 3 meager 15 stages  ( 8 in the level 1, 5 in level 2 and 2 in level 3) only get more than 24%, 16% & 8% HRA, that too not 30%, 20% & 10% as he claimed in his press release. Only those employees in the pay of Rs18000 as on 01.07.2017 shall get 30% as HRA in levels 1 to 3. It will not be even thousands, where the question of 7.5 lakhs. All others in the above said 15 stages of levels 1 to 3 will get HRA little more than 24%, 16% &  8%.

          There after Shivagopal Mishra extended thanks to the Government for restoring 34 allowances. Whereas the Government Press release claimed that Government has decided not to abolish 12 of the 53 allowances which were recommended to be abolished by the 7^th CPC and 3 of the 37 allowances recommended to be subsumed to continue as separate. Here we can see the deal behind the curtain. How much a leader has fall down while trying save his face.?

          NFAEE strongly condemn the attitude of Shivgopal Mishra and demands to withdraw the press release otherwise to resign immediately from the post of Secretary Staff Side, National Council (JCM) and from the post of Convener NJCA.

          NFAEE further call up on to all affiliates sent letter to Shivgopal Mishra to condemn the action by him and demand to withdraw the press release he issued on 29.06.2017.
