WHY WE DEMAND 3% DA FROM 1ST JULY 2016 INSTEAD OF 2%

As the 7th Pay commission recommendations will be implemented with effect from 1.1.2016, the AICPIN average of 2015 will be the Base Index for calculation of DA for 7th Pay Commission

Formula for Calculation of DA in 7th Pay Commission is = (12 months Average of AICPIN -261.4) divided by  261.4  multiply by   100 

[(263+264+266+269+270+269+269+267+268+271+275+277)/12]- (261.4) X100/261.4 = 2.91% and DA declared 2%. It is nothing but misappropriation.

Instead of 261.4 it should be 260.46 as the DA was given 125% instead of 125.75 in corresponding to price index of 261.4 from 1st January 2016. The rounding of the DA to lower digit will not compensate fully to the price rise and 100% neutralization DA.  In other words corresponding to 125% DA, the price index shall be 260.46.

Thus the formula for calculation of DA for 7th CPC should be 12 months Average of AICPIN – 260.46 divided by 260.46 and multiplied by 100

Therefore the DA for July 2016 should be calculated as given below:

[(263+264+266+269+270+269+269+267+268+271+275+277)/12]-(260.46) X100/260.46 = 3.27 and the DA should be 3%.

LANDMRAK JUDGEMENT BY THE HON'BLE SUPREME COURT.........

 

LANDMARK JUDGMENT BY SUPREME COURT FOR PAYMENT OF “EQUAL PAY FOR EQUAL WORK” TO THE DAILY WAGE EMPLOYEES, ADHOC APPOINTEES, EMPLOYEES APPOINTED ON CASUAL BASIS, CONTRACTUAL EMPLOYEES AND THE LIKE.
The Hon’ble Supreme Court in its Historical 102 pages Judgment in Civil Appeal No. 2013 of 2013 dated 26.10.2016 has directed that Temporary Employees, Adhoc Appointees, employees appointed on Casual basis, Contractual Employees and the like, if the concerned employees are rendering similar duties and responsibilities as were being discharged by regular employees holding the same/corresponding posts are entitled “for equal pay for equal work” such employees are entitled for draw wages at the minimum of the payscale extended to regular employees holding the same posts. 
 
We will be representing to the Government to implement this Judgment and issue a common order in this regard.

Sub: AUTONOMOUS BODIES – EXTENSION OF 7TH CPC RECOMMENDATIONS

Dear Comrade,

As earlier I informed through my letters and messages, Confederation of Central Government Employees & Workers, have been taken up the matter with the Government and even in the Joint Council Machinery.

The issue was raised in the JCM Standing Committee meeting held on 25.10.2016 by the staff side. The official side informed that an overall review regarding the performance and financial viability etc. of each Autonomous body is being carried out by the Government. Only after completing the process decision regarding extension of 7th CPC revised pay structure and pensionary benefits, Bonus etc. will be taken.

Extension of the benefits depends upon the policy decision of the Government. Hence the official side has not told any time frame for final decision. It is likely to be delayed.  Confederation has already included the demands of the employees of the autonomous bodies in its 20 point charter of demands. Confederation of Central Government Employees & Workers appealed to All Unions/Associations/ Federation and employees of all autonomous bodies to understand the gravity of the situation and make the 7th November 2016 mass dharna programme and 15th December 2016 Parliament March a grand success by joining in the both programme for which Confederation of Central Government Employees & Workers took decision. Join in the Dharna programme on 7th November 2016 at the State or District Capital and Join the Parliament March on 15th December 2016 with your flags, banners and placard with demands. Let the Government understand the discontentment and protest of employees and pensioners of Autonomous bodies.

Dear Comrades, there is no short-cut to get our justified demand accepted by the Government. The time has gone someone fight and enjoying the fruit. For getting the fruit everyone should come out of the street and fight for our own cause. Interact with the nearby affiliate organizations of NFAEE and have joint platform for achieving our goal.
