Dear Comrade,
The Working
Committee meeting National Federation of Atomic Energy Employees (NFAEE) was
held at Mumbai on 5th December 2015 and discussed about the
recommendations of the 7th Central Pay Commission Report and viewed
that the contents of the report is not judicially or scientifically justified
as it contains full of mistakes, half truths and manipulated figures to
recommend as the wishes of the Government.
The Minimum Pay, Matrix, Fitment
formula, Increment, Promotion benefits, MACP, Allowances, Advances, Out sourcing
and all other issues referred in the report is having the touch by hidden hand
to please the Finance Minister and the Secretary Finance who intervened and the
engineered to give the final shape of the report by extending 4 months in place
of the request of one month extension to the 7th Central Pay
Commission.
The meeting
further noted that HRA only give the feeling of hike in emoluments in total. HRA
is not a factor of entire Government employees as those who are staying in the
Government quarters are not eligible for HRA and HRA is not a uniform factor
across the country since it varies from city to city.
The normal deduction on PF, NPS,
CGHS, CGEIS, Income Tax, etc is likely to be increase as the basic pay shall
increase results the take home salary of the a section of employees are going
be less than that of the salary before the revision of the pay.
Thus the
Working Committee unanimously resolved to the request the Confederation of
Central Government Employees & Workers & the National JCA to give a
details suggestion on all adverse recommendations of the Pay Commission which
will go against the entire Central Government Employees.
A detailed
note as an annexure to this letter is attached the points to be considered and proposed
the suggestions for changes/alterations. Annexure I is the short not on issues
and the Annexure II contains the explanatory note on various issue to explain
the reason for our suggestions.
The meeting
further resolve to appeal the CCGEW & NJCA to unify the entire Central
Government Employees under the banner of NJCA against the retrograded
recommendations of the 7th CPC and put pressure to the Government
for rewriting the adverse recommendations of the Pay Commission.
The Working
Committee also decided to mobilise the employees working in the Department of
Atomic Energy and conduct a national convention after the action programme
announced by Confederation of Central Government Employees & Workers and
NJCA.
We hope
Confederation of Central Government Employees & NJCA will consider the
suggestions and views presented by NFAEE and its affiliates unions and
association across the country seriously reflect the same in the memorandum
being prepared by Confederation of CG Employees & Workers and NJCA to
submit the Secretaries Committees as well as to the Cabinet Committee.
