MARCH AHEAD TO MASSIVE COUNTRYWIDE
GENERAL STRIKE ON 2ND SEPTEMBER STRIKE
The
Central Trade Unions of the Country along with all Independent National
Federations of employees of different industries and services including
Confederation of Central Govt. Employees and Workers, Banks, Insurance,
Defence, Telecome, State and Central Government Departments and Public Sector
Departments have decided to organize All India General Strike on 2nd September
2016, against the anti-people, anti-workers policies and authoritarian attitude
of the Government. Intensive campaign and preparation to make the general
strike a resounding historical success is going on in full swing throughout the
country. The attitude of the Government is profoundly negative and hugely
challenging to the working class including Central Govt. employees. The issues
in the Charter of demands submitted by the Trade Unions to the Govt. relate to
basic interest of the country’s economy and also issues concerning the
livelihood of the working people of both organized and unorganized sectors.
After long
hue and cry the Government implemented the recommendations of 7th
CPC without any changes in the recommendation on minimum pay and fitment
formula. Government is not ready to modify the 7th CPC
recommendations, which is worst ever made by any pay commissions. The assurance
given to the staff side regarding enhancement minimum pay and fitment formula
is yet to be implemented. Even the Government was not ready to correct the
simple arithmetic mistakes in the Pay Matrix and the levels recommended by the
7th CPC while its
implementation even after 13 Member Empowered Committee of Secretaries (ECoS)
and the Implementation Cell worked on about 7 months. All other retrograde recommendations like
reduction in the percentage of HRA, abolition of 52 allowances etc. are yet to
be modified. The policy offensives of the Government like downsizing,
outsourcing, contractorisation, corporatization and privatization has affected all
Central Government Departments and employees in a worst manner. Ban on creation
of new posts and non-filling up of about six lakhs vacant posts had increased
the work load of the existing employees and adversely affected the efficiency
of the services. The New Pension Scheme (NPS) implemented with affect from
01.01.2004, is nothing but a “No Pension Scheme”, as it is fully dependent
on the vagaries of share market forces. The 5% ceiling on compassionate
appointment is not yet removed. Overall the attitude of the Government is
totally negative towards the Central Government Employees and Pensioners.
The
attitude of the Department also is synchronizing with the Government policies.
Department arbitrarily delaying decision on various issues such as Cadre
Review, Option to switch over to pension, Revision of Overtime and Night Duty
Allowances, Promotional Avenue after acquiring additional qualification,
revision of norms for recruitment and promotion policy and the anomalies,
filling of posts, etc.
To protest
against the totally negative and arbiotrary attitude of the Central Government
and Department NFAEE and its affiliates unanimously decided to join with the
main stream of the work force of the country and to join in the One Day Strike
on 2nd September 2016. All employees are requested to join in the
one day strike along with crores of work force of the country on 2nd
September 2016
CHARTER OF DEMANDS
1.
DEPARTMENTAL SPECIFIC DEMANDS
a.
Finalise
Cadre Review
b.
Take
Corrective measures to ensure pensionary benefits
c.
Ensure
track change to employees’ attained additional qualification.
d.
Revise
the Overtime Allowance and Night Duty Allowance
e.
Remove
the anomalies in the Revised Recruitment Rules 2013 for Purchase & Stores
Cadre introduced in DPS and fill vacant posts as per the revised RR for Canteen
f.
Withdraw
all vindictive action against the trade unions and its leaders
2.
CENTRAL GOVERNMENT EMPLOYEES’
SPECIFIC DEMANDS:
a.
Constitute the Committee to review the Minimum Pay and Fitment Formula
immediately.
b.
Settle issues raised by the NJCA, regarding modifications of the 7th CPC
recommendations,
c.
Scrap PFRDA Act and New Pension System (NPS)
d.
No privatization, outsourcing, contractorisation of Government functions.
e.
Regularise casual, contract, contingent and daily rated workers
f.
Fill up vacant posts by special recruitment. Lift ban on creation of
posts.
g.
Treat Gramin Dak Sevaks as Civil Servants.
h.
Remove ceiling on compassionate appointments.
i.
Revive JCM functioning at all levels.
3.
COMMON DEMANDS:
a.
Urgent measures for containing price rise
b.
Containing unemployment
c.
Strict enforcement of all basic labour laws without any exception
d.
Universal social security covers for all workers.
e.
Minimum wage of not less than 18000/- per month for unskilled
worker.
f.
Assured enhanced pension not less than 3000 p.m
g.
Stoppage of disinvestment in Central/state public sector undertakings.
h.
Stoppage of contractorisation in permanent/perennial work and payment of
same wage and benefits for contract workers
i.
Removal of all ceilings on payment and eligibility of bonus, provident
fund and increase in quantum of gratuity.
j.
Compulsory registration of trade unions within a period of 45 days from
the date of submitting application
k.
No FDI in Railways, Defence and other strategic sectors.
l.
No unilateral amendment to labour laws.
