APPEAL TO ALL DAE EMPLOYEES 
TO PARTICIPATE IN 
THE STRIKE BALLOT
ON 04.02.2016


“IF YOU DON’T FIGHT FOR WHAT YOU WANT,
DON’T CRY FOR WHAT YOU LOST”

Dear colleagues,

            As you all aware that the 7th Central Pay Commission (CPC) submitted its report to the Government of India on 19th November 2015. The Government in turn constituted an empowered committee of Secretaries with the Cabinet Secretary as the Chairman to review the recommendations of 7th Central Pay Commission (CPC). An Implementation Cell in the Department of Expenditure also formed and directed all Ministries/Departments to appoint a Jt. Secretary as the Nodal Officer to interact with the Implementation Cell which is the Secretariat for the empowered committee.

            Though the visual media as well as print media out cried that the 7 CPC extended bonanza for the entire central government employees and they are going to get multiple fold salary hike and so on, the entire Central Government employees of the country are annoyed with the worst ever recommendations in the history of  pay revisions by the 7th CPC and spontaneous reaction has came out in the nuke and corner of the country and termed the report is an engineered report for the behest of Government of India.

In response to the call from National Joint Council of Action (NJCA), the apex level joint forum of entire Central Government Employees of Railways, Defence, Postal, Income Tax, Audit & Accounts, Atomic Energy, Space, Civil Accounts, and all other Central Government Departments came out for protest programme and campaign against the retrograded recommendations of 7th CPC.

What is the real impact on salary, allowances and other facilities of the employees after the implementation of the recommendations of 7 CPC?

·         Based on the manipulated data and deviating/diluting the 15th ILC norms, Minimum Pay has been lowered as much the Pay Commission can
·         Thus the multiple factor becomes lowest ever and fixation benefit has not been given as in the earlier occasions.
·         A meager 14% increase in salary is awarded which is the lowest ever increase in pay by any Pay Commission to Central Government employees.
·         After the independence central government employees got 6 pay revisions.
Each time in the earlier occasions, the benefit of Pay & Allowances were given gradual increased by the subsequent pay commissions. From 3rd CPC to 6th CPC due to the gradual increase, the   benefit of Pay hike for the employees were from 20% to 48%. Where as the 7th CPC brought back to the level of 2nd Pay Commission recommendation by declaring meager 14% hike in salary
·         The 7th pay Commission could not retain the take home salary of 6th CPC in their recommendations   The fact is that the take home salary of the employees’ shall be reduced drastically from that of 31st December 2015 for all Group C, B and Group A non gazette employees and the rate of reduction shall be from Rs 100 to Rs 1000.
·         CPC could not even assure the declared Increment rate of 3% to all stages.
·         The promotion benefit has been drastically reduced and meager one increment has been fixed as promotion benefit.
·         Many of the Allowances, Advances and other facilities has been withdrawn, modified our snatched away from the employees.
o    Transport Allowance was not enhanced.
o    HRA rate has been reduced to 24%, 16% & 8% from the existing 30%, 20% & 10% respectively.
o    NRPSA was not properly hiked
o    Overtime Allowance has not been revised
o    No recommendation to revise, QIS, Update Allowance, etc.
o    All interest free advances withdrawn
o    Motor Cycle and Motor car advances also withdrawn.
·          Various other facilities enjoyed by the Government employees all these years were withdrawn or altered.

In response to the request from the Implementation Cell the National Joint Council of Action (NJCA) of JCM Constituent submitted 26 points charter to the Cabinet Secretary for corrections in the CPC recommendations on 10th December 2015 and demanded negotiation and an amicable settlement before February 2016. If the Government has not come forward for negotiation and settlement, NJCA decided and communicated the Government that the entire Central Government Employees will go for indefinite strike from first week of March.
National Federation of Atomic Energy Employees (NFAEE) held its Working Committee Meeting on 5th December 2015 at Mumbai and unanimously decided to go along with the entire working force under the Government of India against the recommendations of 7th CPC and formulated Memorandum on views and suggestions of DAE employees on 7th CPC recommendations and submitted to the Cabinet Secretary and Secretary to the Government of India on 15th December 2015 which contains common issues as well as Departmental Specific issues. NFAEE had a meeting with the Additional Secretary and other official on 18th December 2015 and pursued the Department to comment on various common issues and accordingly on certain issues DAE sent their views to the Implementation Cell on 23rd December 2015.

In response to the call from NJCA, NFAEE and its affiliates continuously conducted various campaign programmes such as lunch hour meeting, Gate meetings, Dharna programme and also joined in the common rally organized under the banner of NJCA at various places. Also to educate the members, organized special general body meeting at various places and through presentation by the leadership of NFAEE try to spread the impact of the worst ever report by the 7th CPC among the employees and called upon for getting ready for united struggle if the situation warranted.

NFAEE further decided to go for STRIKE BALLOT on 4th February 2016 throughout the DAE units to assess the employees support on forthcoming industrial action if the government has not considered the just genuine and reasonable demands to revisit the retrograded recommendations and ready to correct it. We appeal to all DAE Employees to assess the following questions by your own understanding and participate in the STRIKE BALLOT on 4th February 2016.
