Sub: Suspension order issued to the Office Bearers of AEEA (IGCAR) Kalpakkam
    
Sir,

          It has been brought to the notice of this Federation that 4 office bearers of Atomic Energy Employees Association (AAEA) have been placed under suspension from 10.12.2014

          As per our information, various charges made against these leaders of the associations recognized under CCS (RSA) Rules 1993 seem to be related to their activities as the association members and for which they have been given reply.

          Instead of trying to normalize the situation prevailing at Kalpakkam by issuing suspension order to the elected office bearers of the recognized association will precipitate the damaged atmosphere, we fear.

          We hope you may agree that any organization looks forward will definitely uphold the rights of their employees and seek co operation and support for furtherance of their goal. To ensure harmonious relation the management of organization always takes the employees and their representatives into confidence and through bilateral discussion resolve any dispute in between the management and the employees arises.

          Being the Head of the unit we hope you will come forward to resolve the present unrest created by issuing Suspension orders to4 Office bearers of AEEA/IGCAR and normalize the employee employer relation.

          We appeal you to:

·         Revoke the suspension of Shri. A. Sathasivam - President, AEEA, R. Manoharan- Vice President , AEEA, C. U. Jayakumar, General Secretary, AEEA & C. Arumugam Org, Sec, AEEA to bring back normalcy in IGCAR and all Kalpakkam units
·         Maintain cordial relation with association and its elected leadership
·         Allow the Association to function democratically

MOST URGENT
Dear Comrades,

Today Com. A Sathashivam, President NFAEE/AEEA and three other office bearers of AEEA, IGCAR has been placed under suspension.

Instead of finding a solution to bring normalcy in the harmonious relation between the employer and employee, the department moving ahead with the pre determined agenda of victimization.

          It may be noted that the memorandum itself contained the threatening that the charged officials may put under suspension if the reply is not satisfactory.

          Now what they decided while issuing the Memo to the leaders of the Federation/ AEEA has implemented by putting them under suspension. It was the pre determined move by the autocratic – anti worker authoritarian act of the management to destabilize the trade union movement of the entire DAE

          Otherwise there will not be such nasty decision for suspension will not take when the Director IGCAR himself hold a meeting with the office bearers of the AEEA on 19th November 2014.

          It is surprise to note here that the suspension order is issued on the day the Additional Secretary visited Kalpakkam who agreed to meet the Association office bearers on the same day.

          It is high time to take note of the vindictive approach of the authorities to target the trade union leadership and the same will strengthen and spread in other units also if we have not shown our unity and extend our solidarity to the leaders of AEEA

          It is also should note that the continuous failure on dealing the issues of the employees such as Cadre Review, anomalies in pay structure of Scientific Assistants and Technicians, cadre restructuring of Purchase and stores, Canteen, Security staff, CHSS, matters pertaining to Pay Commission, etc forced the department move on back foot. The authorities naturally come out for destabilize the movement and thus the attempt now initiated at Kalpakkam is just a beginning only. Here if we failed to stop the entire movement will collapse and then dictatorial rule will be the result.

Hence NFAEE Secretariat appeals to all affiliates to express solidarity with the AEEA leadership and the entire workforce of the IGCAR and uniformly carry out the following action programme:

·         Write a letter to the Director IGCAR with a request to revoke the suspension of Shri. A. Sathasivam - President NFAEE/AEEA, R. Manoharan- Vice President AEEA, C. U. Jayakumar, General Secretary AEEA & C. Arumugam Org, Sec AEEA to bring back normalcy in IGCAR and all Kalpakkam units.

·         Put posters to condemn the attitude of IGCAR/DAE authorities against the elected office bearers of the recognized Association/Federation. (Copy of draft matter for poster is attached)

·         JAC Kalpkkam met in the evening and decided to hold demonstration in front of IGCAR gate on 11.12.2014 at 7 am and 8 am.

·         Hold gate meeting/lunch hour meeting to express solidarity to the leadership of AEEA (IGCAR) and the working force of IGCAR and Kalpakkam based units in all DAE units and pass resolution against the administrative adhocism and send the resolution to the Director IGCAR, Additional Secretary DAE through proper channel.

Dear Comrades,

          The suspension of the leaders of the trade union movement of Kalpakkam is targeted with an aim to develop fear psychosis among the entire DAE workforce. To resist the attack on trade union movement we appeal t all DAE employees to show the unity

All the affiliates are once again requested to express solidarity by conducting the above mentioned programmes on 11th &12th December 2014 in all DAE Units.

HWP (M) EA, HWP Manuguru communicated that they collected list of 17 employees and will send the list and amount for legal fund by Wednesday.

Even after repeated mail following association has not responded which shows they have not approached their members.

Even employees from AERB and BRIT voluntarily contacted the leadership of the Federation and submitted the list as well as legal fund based on the information they gathered from NFAEE website. Similarly a retired employee form BARCF who staying at Chennai also contacted the NFAEE Head Quarters based on the information she received from NFAEE Website and enrolled her name and deposited donation in the legal fund for the MACP Case.

The list of the employees submitted by the above mentioned unions association is circulated among the affiliates for correction, addition, updating, etc.

Employees who are effected or likely to be effected  by MACP are requested to contact the unions and associations to confirm their namein the list and check correctness of  the entry and correct if any mistake done while preparing the list in their name, CC No, Employment number, Designation, etc. 

The updated list should be reach at the Head Quarters on or before 12th December 2014

Also all are requested to send their email ID to communicate feedback on developments on MACP case.
