Sir,
I am directed to state that the Working Committee of National Federation of Atomic Energy Employees have decided to organize indefinite strike commencing from the first shift on 19.01.2009 in support of the charter of demands. Copy of the charter of demands is enclosed herewith.
Accordingly I hereby submit the Notice by respectfully intimate you that the employees of DAE units across the country will start Indefinite Strike from first shift on 19.01.2009 onwards for settlement of the enclosed common demands of the DAE employees
The Working Committee meeting of the Federation held on 19th December, 2008 has also been endorsed the decision of the Confederation of Central Government employees, in which NFAEE is an affiliated organization, to go for indefinite strike from 20th January 2009 for common demands of Central Government employees related to the Sixth Central Pay Commission with certain modifications and for settlement of the demands in general to that of Government employees.
You are specifically requested to take necessary steps to bring about settlement of the demands which are department specific.

CHARTER OF DEMAND
PART I
ON REVISION OF PAY SCALES OF DAE EMPLOYEES:
PART I
ON REVISION OF PAY SCALES OF DAE EMPLOYEES:
v Ensure Pay Parity to the DAE employees with that of Department of Space as first step.
v Upgrade the pre revised pay scale of Rs2750 – 4400 into Rs3050 – 4590 so that the Group D category shall get the financial benefits as the senior most employees will get fixation justification with higher grade pay.
v Upgrade the posts in administrative, accounts, purchase, stores and auxiliary on par with the recommendations of the Cadre Review/DOS pattern
v Upgrade the Technical post in the grade of Rs7450 -11500 to Rs8000 – 13500 and Rs8000 – 13500 to Rs10000 – 15200 and so on. (Tradesman, Foreman, Draftsman, Scientific Assistant, Nurses, etc). Then should de-merge the merged pay scales Rs5000 – 8000, Rs5500 – 9000 and Rs6500 – 10500 with grade pay of Rs4200, 4600, 4800 respectively and accordingly higher grade pay should be extended for pay scales in the promotional hierarchy.
v The Committee further should consider the suggestions submitted by National Federation of Atomic Energy Employees vide NFAEE letter No. nfaee/sg/08/135 dated 25.09.2008 to extend higher grades at the entry level for Technical Staff, Promotional avenues for Auxiliary grades, upgradation of administrative, accounts, purchase & store staff, etc in consultation with similar Departments such as DOS for a permanent solution with a time frame. Copy of the suggestions submitted along with NFAEE letter No. nfaee/sg/08/135 is attached herewith as Annexure
v Initiate bilateral discussion with the National federation of Atomic Energy Employees and the affiliates associations and unions immediately to arrive a amicable solution
ON ALLOAWANCES & FACILITIES:
v Overtime Allowance should continue & should make statutory provision to revise OTA in all establishments including R&D establishments. Department should ensure the revision of Overtime Allowance of the employees working in the R&D and other establishment on par with Industrial units.
v As done in the Railways, Department should take initiative to continue the Transport facilities to their employees by using the infrastructure facilities existing in DAE units by charging nominal/incremental cost towards the expenditure for fuel and Transport Allowance should be given to all employees.
v Update Allowance should be revised as 50% of the mean of the Update Allowance given to Scientific Officers. Update Allowance should be net of Tax.
v Two additional increments should be given to all employees irrespective of their grade.
v Fulfill the commitment of equal pay and monitory benefits to the Scientific Assistants and the Scientific Officers in the same pay structure, given by the Department in the Court of Law, by extending same quantum of update allowance and two increments to all Scientific Assistants as is being extended to the Scientific Officers in similar grades.
v Extend Heavy Vehicle Allowance to the drivers who drive Heavy Vehicle w.e.f 01.04.2005 and revise the allowance as 10% of the revised pay.
v Qualification Incentive Scheme should be revised and extended to other units/Sections as agreed by the Department.
v NRPSA should enhance to compensate the extra duty being formed by the shift personnel.
v Introduce Productivity Linked based BONUS to all DAE employees based on the industrial activities of all Industrial units.
v No attempt to be made to convert CHSS into insurance linked scheme and should continue with improvement in the existing scheme.
v The Income ceiling for getting CHSS benefit should be increased. The parents once got the benefit should not be debarred based on increase in the pension other source of Income.
The Department should take up with the concerned ministries to ensure:
v The Continuation of Patient Care Allowance & Hospital Patient Care Allowance and its revision.
v Continuation of ACP scheme based on the promotional Hierarchy
v Ensure increment from 1st July to over come the financial losses to the employees whose increment dates fall in between 2nd January to 30th June. (February & May cases)
v One more option to switch over from CPF to GPF
v Revision of Night Duty Allowance based on the Revised Pay and removal of ceiling of entitlement.
v Continuation of the Service seniority criteria for allotment of Departmental accommodation.
v Rate of Tribal Area Allowance should be enhanced on par with the State Government Employees.
v Continuation of Risk Allowance

Charter of demand pertaining to
Central Government Employees in general
A. 6th CPC related issues
1. Grant Rs 10000 as minimum wage as per 15 ILC Norms.
2. Grant minimum fitment benefit of based on the minimum pay decided as per the 15th ILC Norms to bring about uniform rise in emoluments and raise grade pay to 50% of the maximum of the pre-revised scales in respect of PB 1,2 & 3 as has been done in the case of PB 4.
3. No abolition of Gr.D. Posts and functions. Lift ban on recruitment, fill up all vacant posts and scrap screening Committee.
4. Grant 10% of pay+ Grade pay as minimum benefit on promotion or financial up gradation.
5. Fix the date of effect of all allowances as 1.1.2006.
6. No performance related pay or bonus scheme
7. Revise the Transport and daily allowances as demanded by the staff side JCM National Council.
8. Remove the condition of 6 months for applying the uniform date of 1st July as increment dates.
9 . ACP to be on hierarchical system obtaining in each department.
10. Retain and improve CGHS. CGHS should not convert into insurance scheme
11. Patient Care Allowance, Night Duty Allowance, Overtime Allowance, Risk Allowance, etc should be retained and enhanced
12. Implement flexitime working hours for women/disabled employees as recommended by the 6 CPC.
13. Direct all the Departmental Heads to settle 6th CPC related department specific demands/problems within a stipulated time and remove clause (iv) of OM No.13019/2/2008-Estt.(L) dated 18th Nov. 2008 on Child Care Leave.
14. Grant civil servant status and Pension to 'Gramin Dak-Sevaks.'
15. No reduction in the commutation value and restoration of full pension after 12 years.
16. Compute the pension entitlement on the basis of notional pay as on 1.1.1996
B. Demands pending settlement for long in the National Council JCM
1. No outsourcing or contractorisation of Govt. functions.
2. Grant statutory defined pension scheme to the employees recruited after 01.01.2004 and withdraw the PFRDA Bill from Parliament.
3. Implement the Board of Arbitration Awards.
4. Remove the arbitrary 5% ceiling and 3 years condition on compassionate appointment and withdraw court cases and absorb all waitlisted RRR candidates.
5. Implement the revision of bonus ceiling @ 3500/- in the case of all Personnel employed by the Government including casual/ contingent and daily rated workers and Grameen Dak Sewaks. Replace adhoc bonus with the PLB and remove the 60 days ceiling.
