Dear Comrades,

The Government after the implementation of Revised Pay as decided in the Cabinet and agreement with the National Council JCM, different committees are constituted to take decisions on following issues:

v  To review and recommend the Minimum Pay being implemented and thus the Multiple Factor

v  Te review and recommend the proposals of 7th CPC on allowances and other issues

v  To review and recommend the National Pension Scheme (NPS).

Committee for reconsidering the Minimum Pay met once and the committee for review the recommendation on Allowances and allied subject met twice. These committees are given four months time to submit its reports to the Government.
Meeting of the Confederation of Central Government Employees & Workers (CCGEW) shall be held on 30th September 2016.
Under this circumstance it is proposed to compile the suggestion from affiliates, Secretariat Members and Women Sub Committee Chairperson and Convener on minimum pay, multiple factor, etc considering various facts earlier discussed as well as the aftereffect of the implementation of the CCS (Revised Pay) Rules 2016.
Similarly the views and suggestion on allowances, advances and on National Pension Scheme (NPS) of affiliates, Secretariat Members and Women Sub Committee Chairperson and Convener also shall be compiled.
Then all the three reports shall be submitted to the Sub Committees concerned directly and to the NJCA and CCGEW and will try to have presentation in person.
All affiliates, Secretariat Members and the Chairperson  & Convener of the Women Sub Committee are requested to submit their views on following issues:
Ø  Derivation of Minimum Pay and the Multiple factor. Reason for re calculation with supportive arguments

Ø  The discrepancies found while implementing the CCS (Revised Pay) Rules 2016 with illustration

Ø  Comments on recommendation of 7th CPC on Allowances, Advances and other facilities with supportive arguments and supportive documentary evidence

Ø  Comments on New Pension Scheme with supportive arguments and documentary evidence.

Ø  Other issue to be raised if any with supportive arguments and documentary evidence.
All are requested to submit their views and suggestion on above referred issues on or before 17th September 2016.

Dear Comrades,

This is continuation with the letter No. nfaee/sg/16/189 dated 6th September 2016. As requested all are once again appeal to go through the pay structure circulated by DAE and suggest what amendments we should suggest to the Department.

Since there is specific instruction to the Part B implementation as there is no such clause in the CCS (Revised Pay) Rule 2016 as in the earlier cases, the submission of proposal on upgradation of any category of employees with substantial supportive document should reach to the Department within the specific time. Otherwise the demand for upgardation shall become immaterial, and the department will wash their hand. If we fail to respond we only will miss the bus.

Vide our letter No. nfaee/sg/16/158 dated 4th August, we requested to the Department to convene a joint meeting of Administrative Heads and NFAEE Office Bearers along with the DC Members.  It is reliably learned that it is under consideration. In meantime the letter has been issued by DAE on 2nd September 2016 which was received on 6th September as three days in between fall on holidays. In response to DAE’s letter we wrote a letter to DAE vide No. nfaee/sg/16/191 dated 7th September 2016 to convene the meeting before submission of the note to DoPT.

Copies of the both letters submitted to DAE are attached herewith for information.

The date for the meeting of affiliates shall be finalized immediately after the date from DAE received regarding the meeting and the meeting likely to be held at Mumbai. Travelling twice within a short span as well as with short notice may not feasible for the leaders of affiliates as well as Secretariat members, as earlier too expressed the difficulties including Secretariat Members. In any case Department is not convening the meeting before 30th September 2016 NFAEE Working Committee shall be convened on 1st October 2016 at Mumbai. To issue notice for working committee meeting will wait till 13th September 2016.

Sub: CCS (Revised Pay) Rules 2016 - Reg

Sir,

        Please refer the vide DAE Letter No. 8/5/2016 – SCS/11732 dated 2nd September 2016 under the sub caption of “Adoption of Levels as per Revised Pay Structure (Pay Matrix) of 7th Central Pay Commission (CPC) for various categories of posts in the Department of Atomic Energy - Reg”.

In this regard we would like to mention the following:

Ø  As per the directions of the DoPT, the DAE has to take decision on amendments or alterations in the recruitment Rules /service Rules before 30th September 2016 and accordingly of late asked the units to submit their views/suggestions with a short notice and a copy of the letter is marked to NFAEE also.

Ø  While doing the exercise the Department should consider the CCS (Revised Pay) Rule, Resolution adopted in which the upgardation recommended by the Pay Commission and accepted by the Government.

Ø  Similarly the Pay structure existing or modified by various other ministries, especially which are similar in nature such as Department of Space, Defence Research & Development Organisation, Department of Electronics, etc should be considered while adopting the Levels as per the Revised Pay Structure.

Ø  Based on the views and suggestions collected from its affiliates, NFAEE shall compile the comments and submit at the earliest not later than by 13th September 2016.

Ø  Please refer our letter No. nfaee/sg/16/158 dated 4th August 2016, regarding convening a combined meeting of the   office bearers of NFAEE and Administrative Heads of DAE units as there are confusions on various interpretations of the clauses in CCS (Revised Pay) Rules 2016.

Ø  Further requested to circulate the draft in advance to the Federation so that the same can discuss in the preparatory meeting one day before the meeting scheduled by DAE.

Ø  Similarly the Government after the implementation of Revised Pay as decided in the Cabinet and agreement with the National JCM, different committees are constituted to take decisions on following issues:

o   To review and recommend the Minimum Pay being implemented and thus the Multiple Factor

o   Te review and recommend the proposals of 7th CPC on allowances and other issues

o   To review and recommend the National Pension Scheme (NPS)

Department should prepare notes for submission to these committees a fresh at the earliest  as all the committees started function and already one or two sittings of the committees are over.

Ø  We request you to arrange a meeting of NFAEE Office Bearers along with DC members to discuss the draft note prepared by DAE based on the suggestions received from units as well as from Federation and should discuss the following issues before taking final decision:

o   Amendment is the Recruitment Rules/Service Rules

o   The implementation of CCS (Revised Pay) Rules 2016.

o   Note for submission to the three committees.
