MEMORANDUM TO
7 CPC
On behalf of the
entirety of the Central Government employees and Workers, the Staff Side in
National Council of JCM submitted the memorandum on the pay scales and related
issues to the 7th CPC on 30th June 2014. The Departmental
level memorandum is to be submitted by the Associations/unions/Federations by
31st July 2014. The salient features of the Staff Side Memorandum
are:
v Pay Structure
Replacement of
PB-GP system by an open ended pay scale where in only the starting pay is given
v Date of effect
Date effect should
be 1.1.2014.
v Ratio between minimum and Maximum Pay
The ratio between
minimum (i.e. MTS) and Maximum (Secretary) is proposed as 1:8.
v Minimum and Maximum Pay
The minimum Pay
for MTS is Rs 26,000/- and maximum for Secretary is Rs 2,13,000/- and for cabinet secretary, Rs 2,40,000/-
v Conversion of Personnel Pay
Point to point
fixation. Conversion factor of 3.7 is proposed for all i.e. 26000/7000. General formula for determination of pay is PB+GP x
3.7

“We suggest doubling of the existing rate
of allowance and increasing the same by 50 % whenever the DA reaches 50%.
The scheme may be extended to cover any two
children studying for Graduate/Post Graduate and Professional courses.”

Sanction
of Education Advances with an interest rate not exceeding 5% for those
employees, whose children take up higher studies.
v Overtime
allowance:
Over time allowance should continue to the
paid and calculated on the basis of actual pay, DA and Transport Allowance from
time to time. The rate of
Overtime Allowance should be re-fixed as and when the DA is increased and there
shall be no ceiling on amount of overtime allowance which become payable.
v Additional
Monetary Incentive for Personnel Posted in N E Region:
“We request the 7th CPC to
recommend that in the light of the O.M (F.No.14017/4/2005 AIS(11) dated
10-2-2009 the employees may be granted Special Duty Allowance @ 37 ½ % of pay.”
v Other Allowances/ Advances
“We suggest to the VII CPC to recommend to
increase the following allowances and
advances, which are presently granted as a lump sum amount to three times in
view of the fact that the revised Minimum wage computed is almost 3.7 time of
the emoluments as on 1.1.2014.

v Scheme for Appointment on Compassionate
Ground
“We refer to the twenty third report on
Government Policy of Appointments on Compassionate Grounds presented to the
Rajya Sabha on 7th September, 2007 (laid on the table of the Lok
Sabha on 7.9.2007) and request the Commission to recommend the following:
1. To remove the 5 % ceiling
2. To ensure that compassionate appointment to
the deserving candidates are given within 3 months of the date of death of the
employee.
3. In case of any administrative delay in
offering compassionate appointment the deserving applicants may be granted
minimum of the pay scale of the post on which his application will be
considered. “

in the service career
“The VII CPC therefore, should recommend
that the cadre reviews are undertaken wherever not done to ensure five
hierarchical promotions to all employees in their career on the pattern
obtaining for Group A Officers”.

Regularize all casual labour and count their entire
service after first two year, as a regular service for pension and all other
benefits. They should not be thrown out by engaging contractors workers.

The present MACPs Scheme be replaced by giving five
promotion after completion of 8,15,21,26 and 30 year of service with benefits
of stepping up of pay with junior.
v PLB
PLB being
bilateral agreement, it should be out of 7th CPC preview.
v Classification
of the post
Should
be executive and non-executive instead of present Group A,B.C.
v Transfer
Policy
Group C and D Staff should not be transferred. DoPT
should issue clear cut guideline as per 5th CPC recommendation. Govt. should
from a Transfer Policy in each department for transferring on mutual basis on
promotion. Any order issued in violation of policy framed is cancelled by head
of department on representation.

should be calculated by adding the same.
