OFFICE MEMORANDUM

Subject:- Central Civil Services (Leave Travel Concession) Rules, 1988 – Reimbursement of rail fare on LTC in respect of children of 5-12 yrs age group – Clarification reg.

As per Railway Board’s circular No.71 of 2015, Ministry of Railways have decided that in case of children above 5 years and under 12 years of age, for whom full berth/seat is sought at the time of reservation, full fare shall be charged. It is mentioned that if berth/seat is not sought for the children of age 5 years and under 12 years of age at the time of reservation, then half of the adult fare shall continue to be charged subject to minimum distance for charge. This would be effective for the travel w.e.f. 10.04.2016.

2. In this regard, several references have been received in this Department from various Ministries/ Departments seeking clarification as to whether the full fare charged by the Railways for reservation of berth for children between 5 years and 12 years shall be reimbursable while availing LTC facility.

3. The matter has been examined in consultation with Department of Expenditure, Ministry of Finance and it has been decided that for the family members of the Government servant, aged between 5 yrs and under 12 yrs, the actual rail fare shall be reimbursed for LTC, as per the choice of rail tickets purchased by the Government servant.

MAY DAY HAS BEEN OBSERVED BY UNIONS AND ASSOCIATIONS AT VARIOUS UNITS OF DEOPARTMENT OF ATOMIC ENERGY.

IN MUMBAI FLAG HAS BEEN HOISTED IN FRONT OF TEH OFFICE OF NFAEE AND JCM OFFICE. COM. JAYARAJ KV, SECRETARY GENERAL NFAEE HOISTED THE NFAEE FLAG AT NFAEE OFFICE AND COM. K.G. BILASKAR TREASURUE NFAEEA ND FORMER LEADER STAFF SIDE HOISTED THE RED FLAG AT JCM OFFICE.

THE JOINT ACTION COMMITTEE OF DAE EMPLOYEES MUMBAI & TARAPUR ORGANISED A MEETING OF ACTIVIST AT THE ARWA HALL, BRINDAVAN BUILDING AFTER THE FLAG HOISTING INFRONT OF NFAEE OFFICE AND JCM OFFICE. IN THE MEETING ON THREE SUBJECTS 

ON THE TRADE UNION MOVEMNT IN DAE COM. JAYARAJ KV, SECRETARY GENERAL NFAEE, ON MAY DAY & MAHARSHTRA DAY AND THE REFORMS IN THE LABOUR LAWS PROF. K.K. THEKKEDATH, FOUNDER PRESIDENT OF BOMBAY UNIVERSITY COLLEGE TEACHERS ORGANISATION AND ON PENDING ISSUES COM. A. SREEDHARAN, WORKING PRESIDENT NFAEE GIVEN THE SPEACH. 

IN THE DISCUSSION, NUMBER OF PARTICPANTS WERE PARTICIPATED.

MEMEBRS FROM BARC, DPS (STORES), DPS (PURCHASE), DCSEM, HWB, DAE, ETC WERE ATTENDED THE MEETING.

COM. V.K. PATIL, WORKING PRESDIDENT COULD NOT ATTENDED TEH PROGRAMME HIS DAUGHTER WAS ADMITTED AT BARC HOSPITAL TARAPUR. 

S.R. SINGH WELCOMED THE GATHERING, R. S DHURVE PRESIDED OVER THE FUNCTION AND K.G. BILASKAR OFFERED VOTE OF THANKS.

EARLIER THE WEBSITE OF AEW 7 S UNIN, BARC WAS LAUNCHED BY THE CHIEF GUEST, PROF. THEKKEDATH FROM JCM OFFICE. 

 REPORTS FROM OTEHR UNITS ARE AWAITED. IN RMP MYOSRE, KALPAKKAM, ETC ALSO PROGRAMME WAS CONDUCTED.

Sub: Seeking an appointment for a meeting to present views
on pending issues – Reg.

Sir,

          The Office bearers of Mumbai based unions/associations of DAE units would like to meet you in person to express their concern on delay for decision on issues mentioned below and to present the views of the employees:

·         Cadre Review of Administrative, Accounts & Auxiliary Staff:

o   The exercise to review the Cadre and restructure was being initiated during the period of Dr. S. Banerjee, the then Chairman AEC in the year 2012. Till the process has not been completed and the implementation of 7th CPC recommendation is likely to be started any time after the assembly election in 5 states.

o   Though it was assured to implement the Cadre from 1st January 2015, till the date it has not been finalized. We would like to present the views of the employees on Cadre Review in person

·         Conversion of CPF to GPF of a section of employees:

o   In the various meeting held at the level of Chairman, AEC, Additional Secretary it was assured to take up the issue of conversion from CPF to GPF of few employees who all are still in CPF at Department level and a sincere move was initiated during the tenure of the Dr. R.K. Sinha and Dr. C.B. Venkatramana, the then Chairman AEC and the Additional Secretary, respectively. Recently it is understood that the attempt was dropped and proposed to defer the matter to DoPT. There are two different cases – one pertaining to Administrative, Accounts, Purchase & Stores and Auxiliary staff and the other one particularly related to Technical Staff

o   Since the matter has been referred earlier also to DoPT and rejected, the settlement at DPT level will be impossible, we feel the matter should try to be settle at DAE level only.

·         Revision of Overtime Allowance:

o   The Overtime Allowance for Non – Industrial units has not been revised since 1996. The issue was discussing in the department for the last 20 years in various forum such as with the Chairman, AEC, Additional Secretary, Director BARC, DAD departmental Council meeting, Bilateral discussion with the Federation, etc. In all the meeting the Department expressed the sympathetic attitude on demand but expressed their inability to take decision as the Revision of OTA was to be done by the nodal ministry.

o   Luckily in a recent meeting held with the Jt. Secretary (I&M) who is the Nodal Officer for DAE to deal the matters with the Implementation Cell of Department of Expenditure, the Controller BARC and the CAO (P) BARC opined that the no need to refer the matter pertaining to Overtime Allowance to the Government as the Department is empowered to take a decision at DAE level while discussing the recommendation on OTA by of 7th CPC.

o   Since the Department realized that the issue of OTA can be resolve at DAE level immediate action should be initiated to revise the OTA in w time bound manner. 

          NFAEE request you to give us an early appointment present the above mentioned matters to you and share the concern of the employees as the issues are delay without any decision for years.
