Dear Comrades,

As communicated earlier the conciliation process was held at RLC (Central) Mumbai today (16.01.2209). The department has communicated to RLC that bilateral discussion with the representatives of NFAEE should be held on 11th February 2009. Accordingly the RLC (Central) Mumbai requested to the Federation to withdraw/defer the strike call.

Earlier the National Executive of Confederation of Central Government Employees & Workers met on 15th January 2009 at New Delhi and decided to defer the indefinite strike by the Central Government Employees scheduled to be start from 20.01.2009

The available office bearers of NFAEE and the office bearers of affiliates association reviewed the situation and decided to defer the strike till further notice.

Copies of the minutes of the conciliation proceedings, letter given to the Department to intimate decision to defer the strike, circular issued by Confederation of Central government Employees & Workers, New Delhi and the letter given by Confederation to the Cabinet Secretary, Government of India etc is attached herewith. Sub: Review of the Notice given by NFAEE for
Industrial action from 19th January 2009 – Reg.

Please refer our letter No. nfaee/sg/09/005 dated 5th January 2009, in respects the Notice for Indefinite Strike from 19th January 2009 against the Discrepancies in the Pay Revision of Employees of Department of Atomic Energy an don general issues of Central Government employees from 20th January 2009.

As the DAE in its letter No 3/1/2009 – IR&W/08 dated 13.01.2009 intimated the Department is going to arrange a meeting immediately to discuss about the issue pertaining to the Pay, Allowances, & other facilities. Later it is communicated that the meeting shall be held on 11th February 2009. In the meantime the RLC (Central) convened a conciliation process at its office at Mumbai on 16th January 2009 and the RLC too requested to withdraw/defer the strike action as the Department has come forward for bilateral discussion.

Similarly in the meeting of the Confederation of Central Government Employees held on 15th January 2009, it was decided to defer the indefinite strike from 19th January 2009 as the Hon’ble Prime Minister assured to look into the matters referred as Demands of all Central Government employees.

Considering all above mentioned situations the meeting of the office bearers of NFAEE and affiliated unions and associations, decided to defer the strike action till further notice.

Dear Comrades,

The meeting of the National Executive of the Confederation was held at New Delhi today to review the preparation for an indefinite strike action scheduled to commence from 20th January, 2009. The meeting heard the Secretaries of the affiliated Associations/Federations and Unions as also the secretaries of the Co-ordination Committees. The Comrades who were deputed to attend the State level Conventions also made their observations at the meeting. Most of the Speakers expressed the need for further time to reach out the membership in far flung areas. The meeting came to the conclusion that more intensive mobilization and campaign programmes are needed to successfully carry out the strike action with full participation of the membership. It was therefore decided not to commence the strike action from 20th January, 2009 but defer the same to a future date and carry out an intensified campaign amongst the mass of the employees. All affiliates will advise their State leadership to visit all branches and hold meetings to explain the Charter of Demands, educate and mobilise their employees for the eventual strike action. Campaign material circulated by the Confederation (CHQ) (available at its website: confederationhq.blogspot.com) will be translated into vernacular and circulate amongst the members. The said campaign should be concluded by 15.02.2009. The National Executive will meet again in February to take further decision in the matter.

The representatives of the Confederation were to meet the Hon'ble Prime Minister today in a delegation with Com.Basudeb Acharya, MP to seek his intervention in bringing about a settlement of the Charter of Demands. This meeting could not take place due to the preoccupation of the Hon'ble Prime Minister. The meeting is likely to take place on 22nd January, 2009.

The copy of the letter addressed to the Cabinet Secretary to convey the decision of the National Executive is enclosed.
