Pay Rules 2008
Sir,
We would like to invite the attention of the Department/ Government that if the Government notification issued on 29th August 2008 to revise the Pay scales of various categories of DAE employees represents NON SCIENTIFIC COMMUNITY as well as the entry level of scientific officers grade, the anomalies/discrepancies brought out to the notice of the Department as well as to the Government shall continue and the discontentment among these categories of employees continue as unresolved
It is sorry to mention here that it shows the Department failed to convince the Secretaries committee constituted by the Government to study the recommendations of the Sixth Central Pay Commission (SCPC) about the various anomalies in the recommendations and thus the Government has not made any modifications to ensure the better pay, promotional benefits, retaining the promotional avenues etc.
Though the entry level of a Central government employee is upgrades as in the pre revised scale of pay of Rs 2750 – 4400 in place of Rs 2550 – 3540 is a welcome step, the decision to merge all scales of pay of the Group D into single pay scale is nothing but denial of financial up gradation for the senior most employees which they gain during their entire service.
Similarly, the decision to abolish the scales of pay of Rs 5000 – 8000 and Rs 5500 – 9000 and bring those employees in the revised scale of pay of Rs 6500 – 10500 too welcome step, but here too senior most employees are the victims for not recommending financial upgradation. In fact the employees in the scale of pay of Rs 5500 – 9000 and 6500 – 10500 brought down into the scale of pay of 5000 – 8000 , thus taken away the benefit of one/two promotion they got in the service carrier as the case may be. This anomalies applies all section in auxiliary, administration, accounts, technical, purchase, stores and in the initial level of scientific officers.
It is also observed that the Department/Government enhanced the benefits of senior scientific community starts from Scientists F (SF) and above by ensuring lifting pay band from PB 3 to PB 4, ensuring the two increments and enhancing the special pay of Rs 2000/- to Rs 4000/- etc. Further the Department took effort to ensure better increment rate 4% for 20% of the scientific staff in PB3 and benefited by the enhancing the grade pay of these categories.
While appreciating effort by the Department to ensure better pay structure for the senior scientific community of the Department along with Department of Space (DOS) and Defence Research and Development Organisation (DRDO), we expects the same approach towards the other section employees in the non scientific community as well as that scientific officers in the junior level. It is pertinent to note here that with out the co operation and joint effort all section of employees, the Department cannot move towards growth, for which satisfying a meager section of scientists only will not give results. Especially when the brain drain happens in the entry level of Scientists and Technocrats including Technicians than in the senior most scientists/technocrats, a scientific approach should be applied to the pay revision to attract, retain the brilliant/scholars in the Departments.
But it is very unfortunate to note here that the revision in the pay for non scientific community will ensure a meager 21% to 40% pay rise for non scientific community where as an increase from 81% to 121% to the senior scientific community which most inequitable and is not based on any scientific principles. To over come the discrepancies as well as to ensure satisfaction among all section of employees, at least the existing promotional avenues as well as the benefit of the promotion already availed by the senior employees, Department has to apply scientific approach by taking the employees and there representatives into the confidence while revising the pay scales as per the Revised Pay Rules 2008.
It is` therefore request you to take initiative to ensure to remove anomalies/discrepancies while implementing the Revised Pay Rules in DAE.
