All Affiliates are requested to contact the leaders of the Confederation and identify the place where the Dharna shall be conduct and join in Massive Dharna programme.

Wherever Confederation Committees are not function such place our affiliates should take initiative and organize the Dharna programme.

Charter of demands of the Central Govt. Employees.

1.     Respect the assurances given by Group of Ministers to NJCA on 30thJune 2016, especially to increase the minimum pay & fitment formula and Implement the assurance in a time bound manner.

2.     Settle issues raised by the NJCA, regarding modifications of the 7th CPC recommendations, submitted to Cabinet Secretary on 10th December 2015.

3.     Scrap PFRDA Act and New Pension System (NPS) and grant Pension/Family Pension to all Central Government employees under CCS (Pension) Rules 1972.

4.     No privatization, outsourcing, contractorisation of Government functions.

5.                 (i) Treat Gramin Dak Sevaks as Civil Servants and extend all benefits on pay, pension and allowances of departmental employees.
(ii) Regularise casual, contract, contingent and daily rated workers and grant equal pay and other benefits.

6.     Fill up all vacant posts by special recruitment. Lift ban on creation of new posts.

7.     Remove ceiling on compassionate appointments.

9.     Revive JCM functioning at all levels.

 Campaign and Mobilisation Programme

Dear Comrades,

        The National Secretariat of the Confederation has decided to organise intensive campaign and mobilisation to make the 15th December 2016 Parliament March a resounding success.  With the active support and involvement of all affiliates and C-O-Cs only, we will be able to ensure participation of not less than 20000 Central Govt. Employees in the Parliament March.  The message of the March and rally should reach each and every Central Government employee.  All affiliated organisations and C-O-Cs are requested to organise largely attended campaign meetings at all centres mentioned in the enclosed campaign programme.  The place and dates of the programme and the names of the leaders attending the campaign meetings at each place is furnished.  Change of date can be made by mutual consultation between the National Secretariat members and the leaders of C-O-Cs/Affiliated organisations of each state/District.  Campaign Programme should be completed before 12th December, 2016.

a grand success at all centres:

        The Second phase of the agitational programmes announced by Confederation is mass dharna at all centres.  All affiliates and C-O-Cs are requested to make the programme a grand success.  Please ensure maximum participation of employees in the programme.

Dear Comrades,

WHY WE DEMAND 3% DA FROM 1ST JULY 2016 INSTEAD OF 2%

As the 7th Pay commission recommendations will be implemented with effect from 1.1.2016, the AICPIN average of 2015 will be the Base Index for calculation of DA for 7th Pay Commission

Formula for Calculation of DA in 7th Pay Commission is = (12 months Average of AICPIN -261.4) divided by  261.4  multiply by   100 

[(263+264+266+269+270+269+269+267+268+271+275+277)/12]- (261.4) X100/261.4 = 2.91% and DA declared 2%. It is nothing but misappropriation.

Instead of 261.4 it should be 260.46 as the DA was given 125% instead of 125.75 in corresponding to price index of 261.4 from 1st January 2016. The rounding of the DA to lower digit will not compensate fully to the price rise and 100% neutralization DA.  In other words corresponding to 125% DA, the price index shall be 260.46.

Thus the formula for calculation of DA for 7th CPC should be 12 months Average of AICPIN – 260.46 divided by 260.46 and multiplied by 100

Therefore the DA for July 2016 should be calculated as given below:

[(263+264+266+269+270+269+269+267+268+271+275+277)/12]-(260.46) X100/260.46 = 3.27 and the DA should be 3%.
