The Steering Committee of Government Employees Organisations on PFRDA has given a clarion call to agitate nationwide by staging strong protest demonstrations at all work spots on 22nd December, 2011 on the face of the decision of the Government to move the PFRDA Bill for adoption today in Parliament. The adoption of the bill is one of the most retrograde moves in the path of neo-liberalization surrender to international finance capital by the Government. The Social Security of all Government Employees is in peril. Let us agitate strongly as per the call of the Steering Committee communicated through the minutes of the meeting furnished below

The steering Committee of Government Employees Organisations on PFRDA Bill met at AIRF Head Quarters ie 4, State Entry Road, New Delhi on 20th December 2011. Following were present.

Decisions:

1. The PFRDA bill is expected to come up in the Lok Sabha on 21st Dec.2011. The Steering Committee calls upon to hold 2-hour demonstration in the work place on 22nd December 2011 against passage of the bill and demanding its withdrawal.

2. In case the bill does not come up in this session for some unforeseen circumstances (which has been extended upto 29th December 2011), the Steering Committee shall write to all MPs on the need to withdraw the Bill. The field formations shall contact the MP of their station and submit the letter.

3. Future agitational programmes shall be decided after the one day strike called by central trade unions on 28th February 2012. The demand 'Assured Pension for all' formulated by Central TUs shall be modified by the constituents of Steering Committee to "Scrap PFRDA bill/NPS; ensure pension for all".

SIGNATURE CAMPAIGN ON PFRDA BILL:



As per the call given by the Steering Committee of Central & State Government Employees Federations, Head Quarters issued copy of the memorandum to be submitted to the Prime Minister to all affiliates and requested to take copies of the memorandum and collect signature form the employees their family members and from general masses. All affiliates are requested to carry our vigorous campaign on signature collection and with a stipulated period in a phased manner collect signature from employees including officers, family members and then from general public. In the recent held National executive of Confederation of CG Employees & Workers the quota for our Federation has been fixed as ONE LAKH. All affiliates are requested to collect maximum signature. MARCH TO PARLIAMENT:



Information from various units is still awaited about the participation in the March to Parliament. Information from BARC, DPS, DCSEM, VECC, IGCAR, RMP Mysore, etc only received till date. All affiliates are requested to send the details immediately.



GENERAL COUNCIL MEETING:



As intimated earlier, General Council Meeting of NFAEE shall be held on 23rd November 2011 at New Delhi. The notice for General Council has been issued. Hence all participants should be reached at New Delhi on 22nd November night positively or early morning of 23rd November 2001 and should book return ticket only for 25th evening trains after participating in the March to Parliament.



CAMPAIGN PROGRAMME ON 24.11.2011



All affiliates are requested to collect the details such as Address, Telephone Number etc. of the Member of Parliament representing the Constituency where the DAE unit stationed and seek an appointment to meet at New Delhi on 24th November to hand over a memorandum on our pending issues.

The National Secretariat of the Confederation met at Bangalore yesterday, ie 22nd October 2011. Due to indisposition, Com KKN Kutty, Secretary General could not attend the meeting. Com SK Vyas, President, presided.

The meeting reviewed i) the preparations for the signature campaign and the March to Parliament on 25th November 2011 and ii) the implementation of calls given by the Confederation on the Charter of Demands. The assessment of the meeting is given below.

1. The Signature campaign on the memorandum to be submitted to the Prime Minister has picked up, but there is a need to constant monitoring so that the target is completed by 15th November 2011. The meeting, therefore, decided to entrust the charge to the Secretariat members as given below.

2. We will be able to meet the target of the mobilisation of 10000 for the March to Parliament on 25th November 2011.



3. The NE members-in-charge may ensure that the convention is completed by 15th November 2011 in all such stations where it is yet not over.



4. On programmes on Charter Demands formulated by National Council of Confederation at its Mumbai meeting it was felt that the momentum is yet to pick up, even though programmes have been carried out in majority of stations.



It was therefore decided to convene the National Council (ie Secretariat members, Chief Executives of affiliates and General Secretaries of State COCs) of Confederation to chalk out future course of action including date for one day strike, in pursuance of the decisions of the Mumbai National Council meeting.



The National Council meeting will be held on 16th December 2011 at Kochi, Kerala. Notice would be issued separately.



5. Com Krishnan, General Secretary, Kerala – where 6-5 lakh signature has already been collected under the banner of Steering Committee – will give brief note on their activity which shall be a model for other COCs to follow.



The Karnataka State Committee of Confederation had organised a well attended Convention on charter of demands in the afternoon session.

Dear Comrades,



Movement against PFRDA Bill;



We send herewith copy of the letter from the Convenor of the Steering Committee, which ofcourse is self explanatory. The Steering Committee as you know came into existence as per the decision taken at the National Convention held at New Delhi to launch programmes of action against the proposed PRFDA Bill. In order to establish mass contact with the public at large to elicit their support for the eventual struggles ahead, the convention had decided to organise a mass signature campaign. The campaign was to be unleashed in all States after organising State Convention; March to the Governor's office etc. The draft for the signature campaign had also been circulated to be got printed by the respective affiliates/state Committees. The signature campaign was meant to elicit the support of the people for our demand that the Government scraps the bill which has been presented to the Parliament for deliberation and adoption. We hope that the petition on which signatures are to be obtained might have been got printed and circulated amongst mass of the employees. We request you to monitor the progress in this regard as we have decided to obtain atleast 10 million signatures in the petition to be submitted to the Honourable Speaker on 25th November, 2011. Needles it is to emphasise that without obtaining the support of the people the struggle against the bill might be difficult to succeed.



The programme slated for 25th November is to organise a massive procession and rally before the Parliament and submit the petition with 10 million signatures to the Honourable Speaker, Lok Sabha. The demonstration must be massive, massive and magnificient enough to receive the requisite attention of the media and the public as also to elicit the attention of the Honourable members of the Parliament. We must take efforts to bring to the kind notice of the honourable members of Parliament of the need to compel the Government to withdraw the ill advised Bill or the same is voted out. To ensure that, a powerful and strong movement has to be brought about outside the Parliament. We must bring to the notice of our members the fact that once the bill is made into law by the Parliament, it would open the gates for sever attack on the present defined benefit pension scheme. The Govt. Will be armed with the powers to tinker with the existing pension affecting adversely the entitlement of pension of the serving employees and Pensioners. Our members who are recruited after. 1.1.2004 have already been excluded from the pension benefit by the Government through an executive fiat. It is our bounden duty to fight for them and ensure that they are covered by the defined benefit pension scheme.



The signature campaign and the March to Parliament, if organised with dedication will raise the public opinion against the bill and will pave the way for it annulment. We appeal to you to do everything possible to make the programme of 25th November, 2011 a grand success and ensure that the old age security in the form of pension of Govt. Employees is not allowed to be snatched away to benefit the rich corporate houses and stock market manipulators. The Steering Committee has decided to organise a two hour demonstration at all work-spots on the date on which the Parliament takes the bill for consideration. We expect the bill to come up for deliberation in the ensuing winter session of the Parliament.

Minutes of the Meeting of Steering Committee held on 15th October 2011



The meeting, as scheduled, commenced at 11.30 am.



The following were present.

After detailed discussion the following decisions were taken.



1. The signature campaign would continue upto 20th November 2011 but at the same time the units shall be directed by each participating organisation to intimate the number of signatures obtained upto 15th November to CHQs of the respective Federations.



The signatures obtained shall be submitted on 25th November 2011.



Memorandum addressed to the Prime Minister shall be signed by the leaders of all participating organisations in the Steering Committee and Members of Parliament and dignitaries and the same shall be submitted to Speaker, Lok Sabha with a forwarding letter with a request to transmit it to the PM for consideration of the Parliament.



2. Each station has to communicate the number of participants in the March to Parliament by 15th November 2011.



The organisations present in the meeting stated their mobilisation for the March as below:

Also, 3000 pensioners are expected to join the March to Parliament.

8. On the day the PFRDA bill is taken up for discussion, 2 hour demonstration shall be held in the work places/offices through out the country by the members of all the participating organisations.



9. Delhi based leaders of the participating organisations will meet on 19th November 2011 at 12 noon at AIRF office. Local leaders of all participating organisations shall be invited to the meeting.



10. The Steering Committee shall meet at 5 pm on 24th November 2011 at AIRF office.

PARLIAMENTARY COMMITTEE RECOMMENDED HIGHER RATE OF INTEREST ON GPF


Hike rate of return on GPF: Parliamentary panel


New Delhi, Aug 2 (PTI) Wednesday, August 03, 2011

A Parliamentary panel today asked the Central government to increase the rate of return on provident fund for its employees in the light of rising bank rates and EPFO's decision to hike its rate to 9.5 per cent for 2010-11.

"The rate of interest on General Provident Fund (GPF) which is pegged at 8 per cent may be reviewed so that government employees are not put to any disadvantage more so now when the interest rates for bank deposits has also been raised," the Standing Committee on Finance suggested in its report.

If the suggests of the panel finds favour from the government, over 50 lakh Centre's employees will stand to benefit.

The panel headed by former Finance Minister Yashwant Sinha, pointed out that retirement fund body Employees Provident Fund Organiation has also increased rate of interest on PF deposits to 9.5 per cent for 2010-11 from 8 per cent.

The proceedings of the meeting held on 29th July with the Secretary, DAE and the Office bearers of NFAEE is given below:


The meeting was attended by all office bearers except Com Karmegha Pandy (HWP Tuticorine).


The meeting started at 11.30Hrs with exchanging pleasantries and also a bouquet to Chairman, AEC. At the start Chairman, AEC stated that whatever issues discussed in the DC could not discussed in the Chairman AEC meeting and the same way whatever issues discussed here could not be quoted in DC meet.


1) Agreed to meet once in six months by Additional Secretary and(FORMALY ONCE IN YEAR&) as and when meeting sought with Chairman, AEC. In the meantime DAE authorities are directed to find out the arrangement available in other Ministries/Departments where Departmental Council / Federation set up concurrently operating.


2) Model Recruitment rules for canteen employees already put up for AEC for consideration with certain modifications.


3) Cadre review Committee will be constituted at the earliest (Responsibility given to Director Administration, DAE) and the date of implementation can be 1.1.2011. NFAEE views will be sought on Cadre Review proposals.


4) Agreed to consider Technical status for Purchase and Store staff provided if the qualification of Materials Management is accepted. Director, DPS already imitated process of computerization along with those existing incumbents can be imparted some sort of training on materials management. In regard to maintaining equity with similar cadres with Purchase/Stores detailed note is sought.


5) Agreed to consider to initiate proposals for increasing existing 5% to 15% on the lines of DOS for the grade of Driver I and splitting of Staff car, Heavy Vehicle Drivers and Drivers in the plant by considering the responsibility of the Drivers engaged in transportation of radioactive and hazardous materials, heavy vehicle drivers, etc by extending special allowance or other means.


6) AEC already approved the Security Staff promotion norms and to be notified.


7) Attendant/Technician promotion norms anomalies and discrepancies meeting to be sought with Member Secretary, TC and TSC for carrying forward the discussion and redressal.


8) Scientific Assistant – Not ready for re consideration and Chairman was adamant


9) OTA - Director, BARC initiated action in AEC in regard to O&M staff and other round the clock shift personnel.


Remaining points can be discussed with authorities concerned


At the end of the meeting, AEC, Chairman, expressed his unhappiness on serving notice for action programme and expressed his willingness for negotiation. President, Working Presidents, Secretary General and other office bearers explained the reason for servicing the notice for action programme and always believe in dialogue and settlement through negotiation.


The National Executive of NFAEE was held in the evening and reviewed the developments and the outcome of the meeting and in specific the conduct of the Chairman, AEC. All members expressed the conduct of Chairman was not expected and resolved to organise Gate Meeting/ Hall Meeting/Public Meeting on the actual happenings in the meeting within the structured frame work before August 2011

Confederation's National Secretariat Meeting was held in Chennai City [Tamilnadu] on 29th July, 2011. Tamilnadu State Committee of Confederation had made excellent arrangements for the conduct of the Secretariat Meeting.



The Circular containing the details of the Secretariat Meeting and the Women Committee meeting is placed hereunder for the information of all Affiliates –

Dear Comrades,



National Secretariat meeting and its decisions.



The meeting of the National Secretariat of Confederation was held at Chennai on 30th July, 2011. Comrade S.K.Vyas President was in Chair. The following decisions were taken.



1. The campaign for popularising the charter of demands adopted at the National Council meeting held at Mumbai on 1st December, 2010 could not be undertaken in an effective manner as the major affiliate NFPE had to be busy with the preparation of the indefinite strike action.



2. The meeting decided that prior to any action programme; an intensive campaign is a pre requisite. Accordingly the following programmes were chalked out.

(a) Every affiliate will circulate the charter of demands along with the explanatory note amongst the employees. Meetings will be organised in front of all offices to explain the demands to the members. Report of such meetings will be sent to the Confederation CHQ directly. These meetings are to be organised between 5th and 10th September, 2011.

(b) Between 10th and 20th September, 2011 the State Committees of the Confederation will ensure that district level conventions are held and one of the State Committee member deployed to attend such convention in each district. The Sate Committees will send the report of these conventions to the CHQ.

(c) On 28th September, 2011 a massive Dharna programme will be organised in all State Capitals, district and divisional offices. At the State Capitals, a minimum number of 100 comrades will sit in Dharna. Lunch recess demonstrations will also be organised on the same date at the Dharna venue. One of the National Secretariat Members will attend the Dharna programme in each State Capital.

(d) All affiliates will organise a department level convention eliciting participation of the State level Executive on a date convenient to them but before 10th October, 2011. One of the National Secretariat members will make it convenient to attend such conventions.

(e) Rally and demonstration will be held in front of the office of the Chairman, Welfare Co-ordination Committee or any other central located place jointly by all the CGEs in all state capitals on 20th October, 2011.

(f) Immediate steps will be taken by all affiliate to circulate the petition to the Prime Minister on PFRDA bill. Copy of the petition will be handed over to each member to obtain his signature as also his family members and friends. The State Committee will hold a review meeting on 10th October, 2011 to monitor the progress and take necessary steps to expedite the campaign.

(g) The National Secretariat will meet at Bangalore on 22nd October, 2011 to review the implementation of the programme of action including the signature campaign and take necessary action to remove deficiencies if any noticed.

(h) The Confederation will mobilise 10000 employees to participate in the ensuing march to Parliament (date will be finalised by the Steering Committee by end of August, 2011).

(i) To organise a day's strike jointly by all the organisations participated in the 22nd July convention. The date for the strike will be finalised by the steering committee.

Along with the Secretariat, the National Women Sub Committee of Confederation of Central Government Employees & Workers had its session on 30th July 2011 at Chennai.



The Women committee constituted by the National Women Convention held at Kolkata met at Chennai on 30th July, 2011. The Committee took the following decision. The meeting was presided over by the Chairperson, Com. Geeta Ghoshal and the proceedings were initiated for discussion by Com. C.P. Shobhana, Convenor.



1. To organise the International women's day on 8th March, 2012 at all State Capitals by organising a seminar on the subject "impact of the neo-liberal economic policies on women and women workers in particular"



2. To organise a State level Convention of women employees of the Central Government during September/October, 2011. The State Committees of the Confederation will take necessary steps to hold the convention.



3. To hold a demonstration in a prominent Central Government office by women workers in all State Capitals against the unabated price rise of essential commodities. The date will be finalised and intimated later. Steps will be taken to have massive participation of all women employees of Central Government in this programme by the State Committees.

Sub: Discrepancies in the Revised Promotion Norms – Reg


Sir,


Please recall the discussion held on 29th July 2011 with the Secretary DAE and the Office Bearers of NFAEE. During the discussion, NFAEE brought to the notice of the Secretary and other DAE authorities regarding the discrepancies exists in the revised promotional norms approved by the Trombay Council. The norms 2011 for Attendants, Technicians, Nurses, Scientific Assistants, etc needs review as the discrepancies/ anomalies still exist in all these categories. The major issues concern has been circulated during the meeting.



Due to the shortage in time, Secretary, DAE agreed for further discussion on these issues with Secretary, TC and concerned authorities.



You are requested to give us an early appointment to place our concern regarding the discrepancies/ anomalies for review.

We too concern about the hectic schedule of the Secretary DAE, but sadly DAE authorities not considerate to discuss issues bilaterally with NFAEE and not honouring earlier decision to establish a mechanism for regular interaction with NFAEE on issues brought to the notice of the Department.



We sincerely believe that the DAE administration will work out a regular mechanism for continuous dialogue on issues which will strengthen the bilateral discussion and will come out from the present situation of warranting notice of action programme for dialogue with the authorities.

All India Convention:



Hopes that all the participants have been booked the ticket to reach at Chennai to attend the convention. All are requested to give maximum publicity about the convention by pasting posters, arranging divisional, sectional meetings, etc. Various leaders of the Central Trade Unions, Confederation and other sister organization agreed to attend the Convention.



Please recall the decision for holding a seminar on Nuclear Safety after the Nuclear disaster at Japan. The Secretariat review the situation and proposed to hold a seminar on pending issues as the Chairman agreed to discuss all pending issues it is proposed to post pone the DAY LONG FAST till 28th July 2011. To review the agitational programme, it is proposed to hold a National Convention of DAE employee, to tune our demands as well as argument.

PFRDA BILL INTRODUCED IN THE PARLIAMENT:





Dear Comrades,



The UPA Government re-introduced the Bill on PFRDA in the Parliament today (24.03.2011). It is to be recalled that he same was introduced by the earlier Government, but because of the opposition from the left parties, Government could not move with the bill.



It is pertinent to note here that the Joint convention of Confederation of Central Government Employees & Workers and All India State Government Employees Federation given a call to protest against the PFRDA Bill and decided to have protest programme if the Bill introduced.



As the Bill has been introduced today by the Government in Parliament, Confederation of CG Employees & Workers given a call to organize protest programme on 25th March 2011.



Copy of the confederation Circular is attached for ready reference.



All affiliates are requested to organize lunch hour demonstration on 25th March 2011 to express the opposition against the Governments decision.

TO REGISTER OUR STRONG PROTEST AGAINST

THE ATTROCIOUS ATTEMPT OF THE UPA GOVERNMENT

TO REINTRODUCE THE LAPSED BILL



Dear Comrade,



The UPA II Government has today introduced the PFRDA Bill once again in the Parliament. The bill that was introduced earlier by the then Finance Minister, Shri P. Chidambaram, could not muster sufficient support to get enacted as the Left parties opposed it. Even though the enactment could not be made, the Government through executive fiat had converted the statutory defined benefit Pension scheme which is in existence for decades in the case of Government employees into a contributory pension scheme.



The All India State Government Employees Federation and the Confederation of Central Government employees had jointly taken the decision earlier to oppose the introduction of the Bill by organizing a two hour walk out programme. Accordingly we call upon all our Affiliates and State Units to immediately organize demonstration in front of all offices between 12 and 2 PM and mobilize the members for sustained serious programmes of action in the days to come. Intensive campaign programmes must be undertaken to bring home the pernicious impact the bill will bring about on the existing pensionary benefits of the Government employees. Besides, the funds accumulated from the contributions made by the employees as stipulated in the New Contributory Pension Scheme would be diverted to stock market for investment. Since the Government is to contribute equal amount as is being made by the employees, the new contributory pension scheme would be an unbearable drag on the exchequer and the sole beneficiary would be the big corporate houses. We must therefore embark upon a sustained struggle against the new scheme including a day's strike action as and when the bill is taken up for enactment by the Parliament.

The bundle dispatched to HWEU Tuticorine carries the badges for Supervisory Staff Association also. 50 copies of the badges may be handed over to the Gen secretary HW S Sup Staff Association, Tuticorine

 
A notice may be given to all units for intimation. Already notice has been given to Secretary DAE on 14.03.2011 for the observation of Demand Day on 22nd March 2011 in all DAE units by the affiliates of NFAEE.

 
Hope all affiliates will coordinate the programme and make the Demand Day a grand success.

 
NFAEE Working Committee

 
As issued the notification, The NFAEE Working Committee shall be held on 30th & 31st March 2011 at Hyderabad. All affiliates are requested to confirm the participation by booking the ticket well in advance.

 
Queries were received from certain units about the participation in the Working committee as well as the composition of the Working Committee.

 
The Composition of the Working Committee has been reproduced from the Constitution along with the Notice for the Working Committee.

 
Since the Notice is issued for Working Committee ( Not for an extended Working Committee), only the Working Committee members are (National Executive Committee Members, President and Gen Secretaries of Affiliated union/ Associations Leader/Secretary Staff Side DAE DC, Member National Council (JCM)) shall attend the Working Committee on 30th March 2011.

 
All are once again requested to intimate their arrival at Hyderabad to the NFCEA so that they can make the accommodation and other facilities accordingly. Give the information either by email or sms to the following office bearers of NFAEE/NFCEA at the earliest
