Sub: 3rd Cadre Review of DAE Employees & Review of Service Rules – Reg

Sir,

          The Department of Personnel and Training under the Ministry of Personnel, Public Grievances and Pensions, vide there OM. No. AB – 14017/61/2008 – Estt. (RR) dated 17th March 2016 directed all Ministries and the Departments under Government of India to undertake the revision of Service Rules of Organised Services under their administrative control. Copy of the OM issued by the DoPT under reference is attached herewith for your ready reference.

          The policy changes in terms of financial up-gradation, grant of promotion, composition of various Committee for promotion, qualifying service in various grades, are brought for the benefit of the members of the Service. The DoPT has referred in its OM that several recommendations of the earlier Pay Commission have not been incorporated in the Service Rules.

            Since the delay in finalization of the Cadre restructuring based on the 3rd Cadre Review initiated by the Department since 2012 is further delayed the Review Service Rules as well as framing RR.
    
          It is pertinent to note here that the 7th Central Pay Commission report already been submitted to the Government and likely to take final decision on the recommendations by the Government any time.

          Hence we request you to give necessary directive to ensure the finalisation of the Cadre Restructure based on the Cadre Review within a time bound manner and then to initiate the Review of Service Rules.

          We would like remind you that the request for a meeting with you to present the matter of Cadre Review, Conversion from CPF to GPF and OTA is pending.  Please refer our letter No. nfaee/sg/16/100 dated 28th April 2016 and request once again to give an appointment at the earliest.

            The administration of cadre(s) of the Organized Services of the Union is done based upon the provisions as contained in the Service Rules(s). The policy change(s) in terms of financial up-gradation, grant of promotion, composition of various Committee(s) for promotion, qualifying service in various grades, are brought for the benefit of the members of the Service. it is seen that several recommendations of Pay Commission have not been incorporated in the Service Rules.

2.         The Cadre Controlling Authorities are, therefore, requested to undertake revision of Service Rules of Organized Services under their administrative control. The Cadre Controlling Authorities may indicate the time frame by which they would revise the Service Rules of Organized Services under their administrative control.
