LET US UNITE, ORGANISE OURSELF TO
FACE THE CHALLENGE AND OVERCOME

Dear Comrades,

The General Council Meeting of National Federation of Atomic Energy Employees (NFAEE) held at the AERB Auditorium, NIYAMAK BHAVAN, Anushaktinagar, Mumbai ON 20TH & 21ST July 2015 reviewed the developments in organisation, department, central government employees in general and government policy in labour front as well as in the economical situation.

The General Council noted that the continuation of the anti worker policies of the earlier Government is vigorously carrying out by the present Government which brought the entire working class of the country in one platform united and marching toward to go ahead and decided to go on a one day strike on 2nd September 2015.

The approach of the Government with regard to the issues of the working class of the country is a big challenge before the employees including central government employees. In the name of lowering the fiscal deficit the government is curtailing expenditure, especially on social security. The privatisation and corporatorisation of Railways, Defence and Postal services are pushed ahead for handing over the nations property to corporate such as Adanis, Ambanis, etc and MNCs. The government is moving ahead with amendment the labour laws to curtail the trade union rights. The rights the workers earned after prolonged and bitter struggles being attempted to snatch away. This will have a cascading effect on the trade union rights of central government employees too.

          As per the information from the 7th Central Pay Commission they may submit its report by 1st week of September 2015. The government has totally ignored the genuine demands of the employees such as DA merger and grant of Interim Relief which will have an adverse impact on the final pay packet that would accrue to the employees as a result of the 7 CPC recommendations. Apart from the Pay Commission related issues there are number of issue pertaining to Central Government Employees are also pending unresolved. PFRDA Bill, Out sourcing and privatization. Man power reduction and ban on recruitment, ceiling on compassionate ground appointment, settling all anomalies of 6th CPC, move to privatization of Railways, Defence and corporatization of postal service etc are some of the important issues facing by the Central Government Employees.

          When coming to the Department, the delays in taking various issues develop unrest among the employees. Delay in resolving the anomalies in the norms for technicians and work assistants, major revision made the adverse impact of career prospectus of the Scientific Assistants after the implementation of 6th CPC recommendations, delay in cadre review of administrative, accounts, auxiliary, purchase & store staff, no decision in revision of NDA and OTA, etc are the major issues pending settlement in Department.

          The Department came out with victimization after the two days strike in February 2015. Various actions initiated in Kalpakkam and it ended up with suspension of 4 leaders of the AEEA Kalpakkam including President of NFAEE. Though suspension revoked later Com. A. Sathashivam President NFAEE/President AEEA has been transferred to Vizhag and all four facing the enquiry. By initiating such victimization Department trying to demoralize the members of the association and slow down the trade union movement.

          The Federation also facing some organizational issues initiated in the recent past which effect the united movement at certain places such as Mumbai and Kalpakkam. Also loose functioning of the affiliates reflects in programmes carrying out in units which also becoming a challenge for the movement.

          The General Council meeting held on 20th & 21st July 2015 discussed all the above mentioned issues in depth and took major decision on all aspects.

Dear Comrades,

          The General Council Meeting was started with flag hoisting in front of the Office of NFAEE. Senior most leader of the DAE Trade Union movement, Com. G. Maniachari hoisted the Flag.

          There after the Session started in the AERB Auditorium. Com. V.K. Patil, Working President and the Convener of the Joint Action Committee of Mumbai based unions and association welcomed all participants.

          A presidium consisting two Working President taken charges of the presidium and the proceeding started.

          Meeting observed two minute silent in memory of Com. S,K. Vyas, the veteran leader of the Central Government Employees & Workers.

          Com. G. Maniachari made an introductory speech and narrated in brief about the political and organizational aspects prevailing in the country.

Working Report:

          Secretary General presented the working report. In his report he briefly described the developments after the 5th All India Conference held at HWP, Rawathbhata, Kota Rajasthan in the month of May 2014. The issues taken up by the Federation during the period has been explained. In the discussion General Council Members from all unions and association has been participated. Total 19 representatives spoke in the discussion on Working Report.

          Secretary General summed up the discussion and informed that the Working Report shall be updated based the points raised by the participants during their speech on working report.

Statement of Accounts:

          There after the Meeting took the agenda statement of accounts for the year 2014. Com. K.G. Bilaskar, Treasurer NFAEE presented the Statement of Account for the year 2014.

          Also the Treasurer  placed the information of about the Legal Fund collected by the Federation for Scientific Assistants and MACP. Com. Bilaskar informed that the books circulated for collecting legal fund has not been return so far by some of the affiliates and because of that the statement on Legal account could not prepare. He informed the GC Member the present position of the Legal Fun.

Call Given By Central Trade Unions and National Joint Council of Action:

          The meeting then discussed the Agenda item on Call Given by Central Trade Unions and the call given National Joint Council of Action.

          Com. Ravindra Shukla, Founder President of NFAEE and the President, CITU Rajasthan State Committee elaborately explained the back ground of the united movement of Trade Unions in the country and the decision taken in the All Inida Convention of Central Trade Unions held at New Delhi on 26th May 2015 in which the decision for ONE DAY STRIKE on 2nd September 2015 is taken. Com. Shukla told that 2nd September strike shall be one strike in which the entire trade unions, middle class employees Federations and All India Associations, Organizations of organized and un organized sector etc are going to participate against the liberalized policies of the Government. He summed up his speech by appealing to all to join in the Strike Action on 2nd September 2015.

          Thereafter Com. R.P. Singh, the Organising Secretary of Confederation of Central Government Employees & Workers and the Secretary CCGEW Mumbai spoken on call given by National Joint Council of Action (NJCA) of participant of JCM Scheme. Com. Singh told that after 20 years the Railways and Defence came forward for united struggle on common issues of Central Government Employees and therefore the Industrial action declared in the March to Parliament held on 28th April – Indefinite strike form 23rd November 2015 is very much important and it is for the existence if the Government employees and their right. He explained all 10 charter of the Central Government Employees and appealed to all to ensure the participation of all DAE employees in the strike on 2nd September and in the indefinite Strike from 23rd November 2015.

          After the presentation of the both leaders Secretary General briefed the decision taken by the NFAEE Secretariat on strike. The Secretariat requested to discuss the issue in the Executive/Managing Committee meetings of affiliates and with a suggestion on strike to come for the General Council Meeting. Also the Secretariat proposed that for indefinite strike from 23rd November, strike ballot should be taken along with Railways and Defence since our units also coming under Industries.  With these words Secretary General Requested to the affiliates to participate in the debate.

          In the discussion 24 office bearers representing 23 Unions and association has been participated and explained their views.  Some affiliates discussed in their committee as directed by the Federation and explained the decision arrived in their committee. Some affiliates admitted their fail to call their meeting and discussed before coming to the meeting. After the discussion the General Council Meeting adjourned for the day.

          NFAEE Secretariat meeting was held at 6.00pm to review the discussion and take a decision to present in the GC Meeting next day and the Organisational issues to be presented for the consideration of the General Council. Secretarait note the organizational issue in General, the development at Mumbai and Kalpakkam. The Mumbai and Kalpakkam issues discussed in detail and sought the clarification from P.M. Worlikar, Organising Secretary and decided to convene the meeting of the office bearers of Kalpakkam based association on 21st July 2015 at 8.30am and seek the views of those associations before presenting the organizational report for the consideration of the General Council.

Organisational matter:

          The second day session was started at 11.00am on 21st July 2015 as there was a meeting of the office bearers attending the General Council hold at 9.30am. The agenda item Organisational Matter was taken for discussion. Secretary General briefed that the Secretariat met on 20th July evening and discussed. Secretariat observed that there are three organizational matters facing since last conference especially.

  1. Issue at Kalpakkam based on the victimization and related matter:

          After the presentation of the Organisation Report, Com. Ravindra Shukla delivered a speech on Organisation and reminded the participants about the need of the organization and the necessity of the democratic function in the organization. He cautioned that unless the organizational responsibility is not keeping above the interest of personnel the organization may face crisis and hence appealed to all to give the importance to the organization.

          There after a detailed discussion on organization was carried out. 11 members representing various unions and association have been participated in the discussion.
Com. G. Maniacahri summed up the discussion on oganisation. While summing up, he assured that the Secretariat will consider all suggestion to ensure democratic function at all level in the Federation and assured better interaction, communication, etc.

Decision on 2nd September Strike:

          Secretary General informed the decision of the Secretariat by considering the discussion held on the said agenda, that we should endorse the strike action. Accordingly NFAEE Secretariat moved a resolution to endorse the one day strike on 2nd September 2015. The resolution adopted unanimously.

Decision on 23rd November 2015:

          The proposal presented on behalf of the Secretariat that the strike ballot shall be taken as and when Railways and Defence Federation carry out the strike ballot.  

Decision on strengthening the organization:

          The meeting decided to strengthen the function off NFAEE and strengthen the democratic functioning of the organization

Future Programme

          The General council unanimously decided to take up the most important issue with the Department and to initiate campaign and agitation programme on Departmental specific issues. Following issues shall be the charter of demand for local issues:

·         Norms related issues
·         Anomalies and the issues related Scientific Assistants
·         Cadre Review Report
·         Revision of OTA , NDA, etc
·         Man power reduction, out sourcing, privatization and compromise in the safety and security.

          It is decided to carry out campaign and agitational programme on Departmental specific issues.

Agenda items for bilateral discussion:

          The meeting with Additional Secretary for bilateral discussion is due. Various affiliates submitted items to be included as agenda of the meeting. The general Council meeting authorized the Secretariat to scrutinize and submit the agenda items to the Department immediately.

Nomination to National Council (JCM):

          Secretary General informed that as per the Working Committee decision the name of the Secretary General was sent as the National Council Member (JCM) representing DAE through Department. DAE has been send back the proposal mentioning that  the Group A non gazette employees is not entitled to participate in the JCM Scheme. The General Council decided to take legal opinion to challenge the constitution of JCM Scheme as the constitution of JCM not permitting all non gazette staff to participate in the JCM. In the mean time the General Council authorized the Secretariat to nominate a National council member to represent DAE employees as there is a possibility of convene the national Council meeting after the submission of the Pay Commission report by 7th CPC.

          Three names were received from various affiliates for the consideration for the post of Member National Council (JCM)
