The extended meeting of NFAEE Secretariat was held on 12th June 2008 at the Conference hall No. 2, 5th Floor, Shastri Bhavan, Chennai to transact the following agenda:

· Call given by Confederation of Central Government Employees & Workers (CCGE&W)
· Programme chalked out by the joint meeting of NFAEE, AIDEF/DRDO and unions associations of DOS and NPCIL
· Review the developments after the meeting with Secretary DAE

The meeting was presided by com. G. Maniachari President NFAEE.

Agenda 1:

Call given by Confederation of Central Government Employees & Workers (CCGEW):

Secretary General briefed about the call given by CCGE&W. Confederation has been given call for three programmes as follows:

A. Follow up action to pursue the Sixth Central Pay Commission (SCPC) related issues:

a. CCGE&W calls upon all affiliates and Co ordination committees to organize state level conventions of Central Government employees in between 16th to 23rd June 2008 to mobilize the government employees.

b. To wear badges on 23rd, 24th and 25th June 2008 to urge upon the Government to settle the demands relating to SCPC recommendations.

c. To organize MASS SQUATTING programme on 25th June 2008 in front of all Offices for a duration not less than 3 hours.

d. To organize general meeting at the end of Mass Squatting programme and pass resolution addressed to Prime Minister to urge immediate settlement of issues related SCPC recommendations. Copy of the resolution may send to the Cabinet Secretary also.

The extended Secretariat meeting unanimously endorsed the call given by CCGE&W and decided to make the programmes grand success in all DAE units.

Further it was decided that he NFAEE Head Quarters shall send the matter for printing the badges as well as the resolution to be adopted in the general meeting on 25th June 2008.

Considering the multiple shift duties as well the operational requirement the meeting decided to organize the mass squatting from11.00 am to 2.00 pm in all DAE units.

B. Declaration adopted at the National Convention of Trade Unions held on 13th May 2008:

Secretary General briefed in short about the declaration adopted at the National convention of Trade Unions held at New Delhi on 13th May 2008 and mentioned that already it is circulated through email and put it into the NFAEE web site. The convention call upon the work force of the country for a continuous campaign against the retrograded recommendations of SCPC, delay in the wage revision in Public Sector Units (PSUs), contractorisation, privatization, outsourcing, price rise, inflation etc. The Convention has also given a call for Industrial action on 20th August by conducting massive one day strike through out the country. The call is endorsed by the Confederation of Central Government Employees & Workers (CCGEW) and appealed all Central Government Employees to join in the campaign programme as well as in the one day strike on 20th August 2008.

The campaign programme shall be as follows:

1. Joint Conventions at States/district/industrial centers before 15th July 2008
2. Massive demonstration/mobilization/dharana in all states and industrial centers on 30th July 2008
3. Serve strike notice for 20th August after demonstration on 4th August 2008

Demands:

1. Remove the negative, retrograded and discriminatory features in the recommendation of 6th Pay Commission and finalise the same for implementation in consultation with the employees’ organizations.
2. Scrap the new contributory pension scheme for Central and State Government employees.
3. Lift ban on recruitment in Govt. services
4. Restore the existing defined benefit scheme expedite reguarlisation and grant of pension to gramin dak sevaks.
5. Expedite wage negotiation for the employees of Central PSUs including contract workers without any conditionality.
6. Strict implementation of al labour laws particularly in respect of minimum wages, working hours, social security and safety and stringent action against al cases of violations, stop contractorisation and outsourcing.
7. Take urgent steps to contain price rise through (a) universalizing the public distribution system throughout the country to cater all essential commodities at controlled price through PDS(b) ban on futures and forward trading in al essential commodities (c) reduction of tax in petrol and diesel (d) stringent action against hoarding and black marketing.
8. Scope of the unorganized sector workers social security bill pending in Parliament should be expanded to cover al unorganized sector workers irrespective of BPL or APL category to ensure a national minimum social security benefit for them as per unanimous recommendation of the National Commission for Enterprises in the Unorganized Sector (NCEUS) and the Parliamentary Committee on Labour with Central Govt. funding.
9. Farmers Loan waiver scheme to be extended to loans from private money lenders; nationalized banks to extend easy credit to peasants at lower interest rates

The extended Secretariat meeting unanimously endorsed the call given by CCGEW and decided to participate in the campaign programme as well as in the Industrial action on 20th august 2008. The draft notice for the Strike shall be prepared and circulated from NFAEE head Quarters. Also campaign material such as posters shall be prepared and circulated. The meeting noted that if 8th July convention decided for any strike action in between, the decision shall be reviewed as the employees may not be prepared for two strikes in a short gap.

C. All India Convention of Central & State Government Employees:

Secretary General briefed about the decision to hold joint convention by Central & State Government employees to discuss about the call given by the sponsoring committee as well as about the recommendations of SCPC on 8th July 2008 at New Delhi.

Venue: M.P.C.U Shah Auditorium, Gujrati Samaj Marg, (Near: Civil Lines Metro Station Delhi-110054. Also Near to Inter-State Bus Terminus (ISBT).

Time: The Convention will commence at 1.30 PM and shall be concluded by 6.00PM

Registration: The delegates who attend the convention will register their name at the venue and shall remit a delegate fee of Rs. 50 per head to meet the share of expenses of the Confederation for holding the convention.


Confederation has been allotted 10 delegates for NFAEE. The extended meeting of the Secretariat decided to participate in the joint convention. Each affiliate nominates one delegate to attend the convention. The name should reach at NFAEE Head Quarters before 30th June 2008. Since delegation is limited, those who send the name before 30th June 2008 only allow to attend the Convention on behalf of NFAEE. Participant should make their own arrangement for accommodation at Delhi.




Agenda 2:

Programme Chalked out by the Joint Meeting of NFAEE, Space organizations, AIDEF/DRDO

The extended meeting of the NFAEE Secretariat unanimously endorsed the programme chalked out in the joint meeting of the representatives of the NFAEE and its affiliates, associations of Space employees, AIDEF/DRDO unions and NPCIL employees held on 12th June 2008 at the Conference Hall No. 2, 5th Floor, Shastri Bhavan, Chennai.

The meeting authorized the NFAEE HQ to finalize the date in consultation with the counter parts of Space associations, AIDEF/DRDO unions and NPCIL unions based on the availability of Auditorium/Hall and accommodation as well as the convenience of leaders of Central Trade Unions.

The meeting also authorized the NFAEE Secretariat to attend in the core group meeting on 7th or 9th July 2008 at New Delhi as it may be decided to finalize the proceedings of the proposed All India Convention of DAE, DOS, and DRDO employees.

Agenda 3:

Review the out come of the meeting held with Secretary DAE on 28th April 2008:

Secretary General briefed the development after the meeting held on 28th April 2008 with Secretary DAE and other senior authorities. SG informed the back ground on which the Office bearers available at Mumbai decided to prepare the minutes of the meeting held on 28th June 2008 and to submit to the Department. The Secretary General further opined that the authoritarian approach of the DAE administration authorities by denying the minutes of the official meeting is nothing but derail the cordial relation and should brought to notice of the Secretary DAE.

The committee approved the stand taken by the NFAEE HQ on the issue of minutes and condemned the approach of the DAE administration and authorized the Secretary General to communicate the feelings of the Secretariat meeting to the Secretary DAE.

The meeting discussed the issues came for discussion on 28th April 2008 such as OTA and Cadre Review.

The meeting after discussion decided to take up once again with the Department based on the information that in 1988, DAE clarified to include Notional DA with Notional Pay and accordingly the OTA was regulated based on Notional Pay with Notional DA. Also it is decided to seek clarification in respect to OTA issue with other concerned.

In respect to the Cadre Review it was decided to remind the Department, the commitment given by the Secretary DAE in the meeting held on 28th June that the Department parallally move to take up with issue with Ministry of Finance for approval. The meeting also decided to apprise the Department that if the Cadre Review Report implemented before the implementation of SCPC recommendation only will get the benefit of the financial up-gradation, which already enjoying the employees in other similar Departments such as Dept of Space. Further the meeting pointed out that the certain issues are in fact not the cadre review but only extension of Heavy Duty Allowance to the Drivers who plying Heavy vehicles and the remerges of the pay scale of Group D employees.

Agenda 4:

Other issues:

Secretary General intimated the house that in response to the appeal by the working Committee of NFAEE the BARC Employees Association Tarapur decided to re affiliate with NFAEE and intimated the same through a letter and accordingly extended invitation to attend the extended Secretariat meeting and the President & general Secretary attended this meeting. The participants welcomed the office bearers of the BARCEAT.

Secretary General further requested to clear the subscription for the year 2006 and 2007 those who are still due to pay.

Dear Comrades,

All affiliates are requested to issue notice to the Head of the Unit for observing mass squatting on 25th June 2008 on 18th June 2008. Also affiliates are requested to take decision in the Executive/ Managing Committee to make all the programmes decided in the extended meeting of NFAEE Secretariat meeting a grand success. All affiliates are further requested to send detailed reports of the decisions taken in the Committee meetings of the respective affiliates as well as the report of the programme conducted in respective units.

Office bearers of the affiliates unions and associations are requested to invite the Secretariat Members of NFAEE in the meeting of the Executive/ Managing Committee to explain the decisions taken in the Secretariat meeting.

All Secretariat Members are requested to communicate the decisions taken in the extended meeting to the affiliated unions and associations.

R e s o l u t i o n

The General meeting of the employees of -------- unit held on 25-06-2008 in urges upon the Government to bring about a negotiated settlement by accepting the following core demands, inter alia, presented by various Federations, unions and associations representing all sections of employees including Group D, C, B and A categories of employees, through the Secretaries of the concerned Ministries/departments before the Committee of Secretaries chaired by the Cabinet Secretary:

Ø Re-compute the Minimum wage based on the 15th ILC Norms in letter & spirit and derive the Multiple Factor

Ø Re construct the Pay Structure (Pay Band as well as Grade Pay) by applying uniform Multiple Factor as done by 5th CPC across the table

Ø Revise the Fitment Formula by ensuring the increase in pay uniformly and maintain the ratio of minimum pay to maximum pay as 1:10

Ø Enhance the Rate of Increment

Ø Enhance the Promotional Benefits

Ø Ensure no contractorisation or out sourcing of any Government functions including that of Group D employees

Ø Continue the existing facilities such as promotional avenues, advances, allowances, bonus, leave etc.

The meeting has further resolved to convey the strong agitation and discontentment of the employees over the irrational recommendations made by the Sixth CPC relating to the above issues. Obviously the meeting felt that the non-acceptance of the above demands will result in an avoidable industrial action.
