Sub: 7th CPC Recommendation and the Media….

Dear Comrades,

The print media, visual media and the new media through internet celebrating 7th CPC as there new arena for attracting the Central Government employees for last so many days……

There are various reports in the media regarding the 7th CPC especially regarding the minimum wage and fitment formula. Even many newspapers and visual media have published news by their imaginary illusions without any confirmed news from government officials.

Don’t trust any such messages circulating in the media. These messages are the creation of media as well as government agencies to divert the attention from main struggle. 

The Staff side leader Com Shiva Gopal Mishra had sent a letter to the Hon’ble Prime Minister regarding the non settlement of the 7th CPC issues. He had submitted the charter of demands along with a request for personal intervention of the Hon’ble Prime Minister in resolving the 7th CPC issues, which include minimum wage of Rs 26,000/- and fitment formula of 3.71 and other 10 demands.  He also communicated the Prime Minister that the Central Government Employees may force to go on indefinite strike from 11th July if the demands of the Central Government Employees are accepted. 
  
It is understood that based on the letter of the Staff side leader Com Shiva Gopal Mishra, the Hon’ble Prime Minister had discussions with the Hon’ble Finance Minister and the Cabinet Secretary. 

The reports in the media suggest that the empowered committee of Secretaries headed by the Cabinet Secretary has approved the minimum wage of Rs 23,400/- and maximum wage of Rs 3, 25,000 and fitment formula of 2.90.  This works out to 30% wage hike excluding allowances.  Prior to that news were circulated that the minimum pay shall be 21,000 then it has been changed to 22000 and now it is reached at Rs23400. 

Reports also suggest that the empowered committee of secretaries headed by the Cabinet Secretary will submit its report to the Finance Minister on 18th June 2014. Before that there was news about the meeting of Empowered Committee on 11th June 2016 to finalise the note for Cabinet on 7th CPC recommendation. After 11th June the date for meeting has been modified as 14th June 2016. Then it was spreading that on 18th June the note shall be submitted to Finance Minister.

However we cannot believe on such reports as the Central Government has not communicated anything on the demands of the Central Government employees to the staff side leaders.   

It is well known factor the Empowered Committee has to submit its report on 7th CPC to the Government for its decision. For that purpose only the Committee has been constituted by the Government as in earlier practice. 

The speculative work by a section of media is a detrimental work to derail the united movement for putting pressure to the government to reject the retrograded recommendations of the 7th Central Pay Commission. 

Even if these reports published in media is taken as true, it falls short of the hope of the Central Government Employees as the earlier pay commissions have granted more than 50% wage hike. The Staff side demanded wage hike of 65% against this so called 30% wage hike by the empowered committee of secretaries headed by the Cabinet Secretary.

Hence our appeals to all employees are not to ear the media campaign and wait to hear from NJCA leaders about he negotiations with the Government. Till then work among the members and prepare for strike. 

Hold General Body meetings/gate meetings and carry out outher campaign programme like pamphlet distribution, poster campaign, etc in each and every office and explain the demands.
